RECOMMENDATION(S)

Recommendation

1.                     Approve Revenue Contract (State Revenue Agreement No. HI-2122-20) with the California Department of Aging to provide Health Insurance Counseling and Advocacy Program services, in the amount of $410,240 for the period of July 1, 2021 through June 30, 2022.

2.                     Adopt a Resolution, as required by the California Department of Aging, authorizing the Chairman of the Board of Supervisors, the Chief Executive Officer, or the Director of the Department of Aging and Adult Services to execute all documents, including any subsequent non-substantive amendments, in relation to State Revenue Agreement No. HI-2122-20, on behalf of the County, subject to review by County Counsel, for the period of July 1, 2021 through June 30, 2022.

3.                     Direct the Chairman of the Board of Supervisors, the Chief Executive Officer, or the Director of the Department of Aging and Adult Services to transmit all documents and amendments to the Clerk of the Board within 30 days of execution in relation to the State Revenue Agreement No. HI-2122-20.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost).  The funds in the amount of $410,240 for the Health Insurance Counseling and Advocacy Program (HICAP) services are 100% Federal revenue allocated to the California Department of Aging (CDA).  Adequate appropriation and revenue will be included in the Department of Aging and Adult Services’ (DAAS) 2021-22 recommended budget. 

 

BACKGROUND INFORMATION

Under this recommended contract, DAAS will provide health insurance counseling and advocacy for Medicare beneficiaries and community education throughout San Bernardino County.  HICAP provides free and objective public information, education, and counseling assistance to Medicare beneficiaries, who are seeking options and information relating to medical insurance coverage.  HICAP is the primary local source for assistance with Medicare benefits, prescription drug plans, and health plans.

 

The CDA administers programs that serve older adults, adults with disabilities, family caregivers, and residents in long-term care facilities throughout the State.  CDA provides funding through contracts with local Area Agencies on Aging (AAA) to help older and disabled individuals live independently, promote healthy aging, and assist family members in their care-giving role.  As the designated local AAA, DAAS receives funding to provide HICAP services to eligible residents throughout San Bernardino County.
