RECOMMENDATION(S)
Recommendation
1. Approve an increase to the Capital Improvement Project budget (CIP 21-204/WBSE 10.10.1170) of $825,000, from $222,700 to $1,047,700 for improvements to Probation’s High Desert Juvenile Detention and Assessment Center.
2. Authorize the Auditor-Controller/Treasurer/Tax Collector to post the necessary budget adjustments, as detailed in the Financial Impact section (Four votes required).

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The increased cost of Capital Improvement Project (CIP) 21-204 will be funded by the use of Probation’s one-time Youth Offender Block Grant reserves. The following adjustments to the 2020-21 Probation and CIP budgets are requested:

BACKGROUND INFORMATION
Senate Bill 823 (SB 823) transferred responsibility for managing all youthful offenders from the State’s Division of Juvenile Justice (DJJ) to local jurisdictions effective July 1, 2021, repealing the previous legislation and moving the DJJ into the California Health and Human Services Agency as the Department of Youth and Community Restoration.
SB 823 requires local county entities to provide facilities for detained youth that meet the minimum required standards set by California Code of Regulations Title 24. Additionally, the bill references the need for evidence-based psychological rehabilitative strategies that include establishing home-like environments within the detention setting to facilitate cognitive development, family and community integration skills development, and interactive supervision processes. Probation has identified its High Desert Juvenile Detention and Assessment Center (HDJDAC), located in Apple Valley, as the most suitable facility to meet the initial program requirements.
On February 9, 2021 (Item No. 40), the Board of Supervisors approved CIP 21-204 in the amount of $222,700 for improvements to the HDJDAC to comply with SB 823.
The increase of $825,000 to CIP 21-204 will fund the addition of security systems and painting of the interior walls. Probation is seeking approval of the this item at this time, rather than submitting as part of the 2021-22 Recommended Budget, as the County will assume responsibility for offenders under DJJ supervision on July 1, 2021. Approval of this item will allow sufficient time to complete CIP 21-204 by July 1, 2021.
