RECOMMENDATION(S)

Recommendation

Acting as the governing body of the San Bernardino County Fire Protection District, adopt the Designation of Applicant’s Agent Resolution for Non-State Agencies from the California Governor’s Office of Emergency Services, authorizing the San Bernardino County Fire Protection District’s Fire Chief/Fire Warden and Deputy Fire Chief to execute reimbursement claims on behalf of San Bernardino County Fire Protection District for the purpose of obtaining federal and/or state financial assistance as compensation for costs resulting from all open and future disasters for a period of up to three years through June 7, 2024.

FINANCIAL IMPACT

Approval of this item, which will not result in the use of additional Discretionary General Funding (Net County Cost), extends San Bernardino County Fire Protection District’s (SBCFPD) eligibility to receive federal/state funds for reimbursement of costs associated with disaster events.

 

BACKGROUND INFORMATION

The California Governor’s Office of Emergency Services (Cal OES) is requiring that a new Designation of Applicant’s Agent Resolution for Non-State Agencies (Cal OES Form 130) be adopted by the SBCFPD Board of Directors (Board).  The existing Cal OES Form 130, which was approved by the Board on June 12, 2018 (Item No. 103), expires on June 11, 2021. Upon approval of this item, the new Cal OES Form 130 will be valid for up to three years.  This action is needed for SBCFPD to continue to receive cost reimbursement for disaster related events.

 

Adoption of the Cal OES Form 130 will also authorize SBCFPD’s designated agents (Fire Chief/Fire Warden and Deputy Fire Chief) to obtain federal and/or state financial assistance through filing disaster applications, providing proper documentation, filing reimbursement claims on declared disasters, and signing any necessary documentation required to secure cost reimbursement.
