Recommendation

Approve Amendment No. 1 to the Contract (SAP Contract No. 4400006762) with Alex Bohanek, dba A B Landscape, to increase the amount by $300,000 from $1,500,000, to an amount not to exceed $1,800,000, with no change to the term of July 30, 2017 through June 30, 2022, for tree trimming and removal services.

FINANCIAL IMPACT

Approval of the recommendation to increase SAP Contract No. 4400006762 with Alex Bohanek, dba A B Landscape (A B Landscape) will not result in the use of additional Discretionary General Funding (Net County Cost) Costs associated with this contract are reimbursed through billing to property owners or levying special assessments against the properties for any unpaid balances. Sufficient appropriation and revenue have been included in the Land Use Services Department Code Enforcement (LUS) 2020-21 budget and 2021-22 Recommended budget.

 

BACKGROUND INFORMATION

LUS provides fire and weed hazard abatement services through the Fire Hazard Abatement (FHA) Division in the Mountain, High Desert and Valley regions. The FHA process begins when FHA conducts inspections of properties to determine if hazardous fire conditions exist. Desert and Valley regions are inspected twice per year during spring and fall seasons. Mountain region parcels are inspected once per year during the summer season (as the Mountain region does not have the same type of vegetation growth as the Desert/Valley region during spring and fall). When hazardous conditions are identified, the owner is notified and is given 30 days to abate the hazard. After 30 days the property is re-inspected, and if the property is not in compliance at that time, FHA brings the property into compliance by abating the hazard. These abatement services are performed by County employees or contractors, and after abatement is completed the property owner is billed for labor and administrative costs related to the services performed. The impact of these efforts is two-fold: it provides defensible space around properties and structures and it increases safety for the community members, firefighters, and other first responders.

 

 

 

PROCUREMENT

On July 11, 2017 (Item No. 16), the Board of Supervisors authorized the Purchasing Agent to issue a Purchase Order with A B Landscape in an amount not to exceed $1,500,000, for the period of July 30, 2017 through June 30, 2022, for on-call tree trimming and removal services. A B Landscape was the sole bidder of the Request for Qualifications issued on April 11, 2017. The Purchase Order No. 183314 with A B Landscape was converted to SAP Contract No. 4400006762 on February 15, 2018.

 

LUS recommends increasing SAP Contract No. 4400006762 with A B Landscape to allow FHA to continue providing timely fire and weed hazard abatement services in the Mountain, the High Desert and the Valley regions. An increase of $300,000 in additional funds is needed to provide and continue full fire and weed hazard abatement services throughout the remainder of the term ending June 30, 2022.
