Approve Contract with University Enterprises Corporation at California State University, San Bernardino to provide rehabilitative services to justice-involved individuals and their families participating in the Family Attachment Intervention Through Healing Solutions (FAITHS) throughcare program, in an amount not to exceed $5,070,813 for the period of June 1, 2021 through June 30, 2024, with the option to extend the term for two additional one-year periods.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The costs associated with this contract, in an amount not to exceed $5,070,813 for the period of June 1, 2021 through June 30, 2024, will be funded by the Sheriff/Coroner/Public Administrator’s (Department) Inmate Welfare Fund (IWF) (4420005167). California Penal Code Section 4025 provides for the Department to maintain an IWF for the benefit, education, and welfare of inmates, and the maintenance of county jail facilities; and that the Sheriff/Coroner/Public Administrator has sole discretion on IWF spending.  Funds are derived primarily from the proceeds of inmate commissary and telephone services. The Sheriff/Coroner/Public Administrator appoints an Inmate Welfare Committee (IWC), made up of six citizens, to oversee the use of the IWF and act as an advisory panel for the inmate educational and vocational programs. The IWC meets regularly to review and approve expenditures in consultation with County Counsel, and approved funding for this program at their March 2021 meeting.

 

BACKGROUND INFORMATION

The recommended contract provides for continued cooperation between the Department, through its Inmate Services Unit (ISU) and the University Enterprises Corporation (UEC) acting as an auxiliary for California State University, San Bernardino (CSUSB), to provide expanded rehabilitative services to adult justice-involved individuals and their families.  The Family Attachment Intervention Through Healing Solutions (FAITHS) throughcare model, is an expansion of the Department’s existing partnerships with CSUSB and other justice system stakeholders in the County that will assess the needs of adult justice-involved individuals and provide specific resources and treatment while in custody and through a period of re-entry into the community.

 

The FAITHS program is based on the proven effectiveness of the Parental Intervention Project currently provided in partnership with CSUSB-UEC and California Baptist University at the County’s detention facilities. FAITHS is expected to reduce the total number of days inmates spend in custody each year, reduce recidivism, improve public safety, and quality of life for County residents.

 

FAITHS will assist adult justice-involved individuals with rehabilitation and successful reentry into the community. The program is designed to provide in-custody and out-of-custody parental education, interactive sessions, adult and child counseling, and transitional care plans for participants as they move through the justice system. These services will be delivered by graduate students enrolled in three area universities’ Clinical/Counseling Psychology, Social Work, or Marriage and Family Therapist programs working under the supervision of a clinical director. The training and field experience gained by the graduate students in a supervised practicum placement will augment their classroom learning in preparation for professional work in their chosen field of study or occupation. The recommended agreement is aligned with the County’s goals, and the Vision2Succeed initiative, designed to strengthen the career skills of the region’s workforce by connecting residents with opportunities that enhance their qualifications to support existing employers and attract new employees to the area.

 

PROCUREMENT

Parental and rehabilitative education programs have been provided by CSUSB-UEC at the County’s detention facilities since 2011, as approved by the Board of Supervisors, as recently as June 11, 2019 (Item No. 74). The proposed contract provides for IWF to reimburse UEC up to $5,070,813 for the cost to facilitate and provide services through the FAITHS programs during the term of the agreement from June 1, 2021 through June 30, 2024, with the option for two one-year extensions to the original term. The agreement provides termination by either party with a 30-day advance written notice of termination of all, or part, of the services described therein. Purchasing concurs that a non-competitive justification exists with CSUSB-UEC specialized programs by providing mutually beneficial services.
