Recommendation
1. Adopt the 2021-22 budgets for regional identification systems as follows:
a. Cal-ID Regional AFIS in the amount of $1,280,000; and
b. Cal-ID Regional DNA System in the amount of $2,012,213.
2. Authorize the Auditor-Controller/Treasurer/Tax Collector to post the associated 2021-22 appropriation and revenue accounts as listed on Exhibit A.

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). Costs for the Cal-ID systems are fully funded by revenue received from participating municipalities, vehicle registration fees, court fine receipts, and Livescan fees deposited into trust funds managed by the Sheriff/Coroner/Public Administrator (Department). As a participating municipality, the annual contribution to the trusts from the County of San Bernardino is budgeted at $359,498 which is funded within the Department’s existing Net County Cost allocation and is included in its 2021-22 recommended budget.
The 2021-22 recommended budget of $1,280,000 for Cal-ID Regional AFIS (7080008836) remains the same from the previous fiscal year. The 2021-22 recommended budget of $2,012,213 for Cal-ID Regional DNA (7080008837) reflects an increase of $11,583 from the previous fiscal year, which is primarily due to an increase in salaries. Detailed budget information is listed on Exhibit A.
BACKGROUND INFORMATION
Since 1990, the counties of Riverside and San Bernardino have partnered to jointly share the cost of Cal-ID regional identification systems. These systems are used to identify suspects by fingerprints (Cal-ID Regional AFIS) or by particles of hair, skin, or bodily fluids (Cal-ID Regional DNA). The Remote Access Network (RAN) Board is a partnership between San Bernardino County and Riverside County and is comprised of the Sheriff/Coroner/Public Administrator, District Attorney, and a member of the Board of Supervisors from both counties, in addition to representatives from member cities. The RAN Board, which meets twice a year, approved the budgets for the Cal-ID Regional AFIS and Cal-ID Regional DNA systems on April 21, 2021.
Pursuant to Contract No. 20-327, as approved by the Board of Supervisors (Board) on June 2, 2020 (Item No. 38) Riverside and San Bernardino counties must approve and authorize annual expenditures and revenues for the Cal-ID agency funds. Approval of this item will establish the 2021-22 budgets for Cal-ID. The requested appropriation and revenue will provide for the ongoing operation of the Cal-ID regional systems.
Contract No. 20-327 identifies the roles and responsibilities of the parties. Pursuant to this contract, San Bernardino and Riverside counties share the cost based upon their use of these regional identification systems. Currently, San Bernardino County’s share of cost is 65% and Riverside County’s share is 35%. Revenue is generated from assessments charged to participating municipalities as well as portions of court fines. San Bernardino County acts as the administrator of the systems.
San Bernardino County maintains a special revenue fund for its local portion of Cal-ID, which is included in the County budget. In addition, the County maintains two agency fund budgets for the regional costs. The establishment of these agency fund budgets are not part of the County’s regular budget process; therefore, approval of these two budgets are requested as a separate Board action.
