Recommendation
Approve Revenue Agreement with San Bernardino Community College District for use of the Sheriff/Coroner/Public Administrator Training Center to provide testing and instruction to students enrolled in the Extended Basic Academy, for the period of July 1, 2021 through June 30, 2024, with the option to extend the Agreement term by two additional one-year periods or one additional two-year period, for a total term of up to five years.

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The revenue generated by this Agreement is estimated at $12,000 per year and will be used to reimburse the Sheriff/Coroner/Public Administrator (Department) for the cost of personnel, supplies, facilities and firearms used during the physical agility testing, chemical agent training, and firearms instruction provided to students enrolled in the San Bernardino Community College District (District) Extended Basic Academy. Sufficient appropriation and revenue are included in the Department’s 2021-22 recommended budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
The State of California, Commission on Peace Officer Standards and Training (POST) sets the minimum selection and training standards for California law enforcement. The Department has provided POST-certified public safety training courses in partnership with the District since 1986. The Department’s POST-certified Basic Academy is an intensive 23-week, full-time course, provided Monday through Friday. Alternatively, the District offers Basic Academy training in an extended format (Extended Basic Academy), with classes offered during evening hours and on weekends, to enable students to attend classes while maintaining outside employment.
The classroom instruction for the District’s Extended Basic Academy takes place at the San Bernardino Valley College campus. The District utilizes the Department’s Training Center for testing and instruction that takes place outside of a classroom. Approval of the proposed agreement will enhance the Department’s ability to recruit qualified applicants for Deputy Sheriff.
The Board of Supervisors (Board) has approved various Revenue Agreements with the District for the Extended Basic Academy, with the latest being Agreement No. 16-204, approved on May 3, 2016 (Item No. 56), for the period of July 1, 2016 through June 30, 2019, and then extended on June 25, 2019 (Item No. 54), through June 30, 2021. The proposed new Agreement provides for reimbursement for the continued use of the Department’s Training Center by the District to perform physical agility testing, chemical agent training, and firearms instruction for students enrolled in the District’s Extended Basic Academy.
The term of this proposed Agreement shall be for a period of three years, from July 1, 2021 through June 30, 2024, with the option to extend the Agreement term for two additional one-year periods or one additional two-year period by written amendment signed by both parties. This Agreement may be terminated at any time by either party upon 30 days’ advance written notice.
