Recommendation
Acting as the governing body of County Service Area 70 Zone G Wrightwood:
1. Find the County Service Area 70 Zone G Wrightwood Road Chip Seal Maintenance Project is exempt under the California Environmental Quality Act Guidelines, Existing Facilities, Section 15301 (c) Maintenance of existing streets.
2. Approve plans and specifications for the County Service Area 70 Zone G Wrightwood Road Chip Seal Maintenance Project.
3. Authorize the Director of the Department of Public Works to advertise the County Service Area 70 Zone G Wrightwood Road Chip Seal Maintenance Project for bids.
4. Direct the Clerk of the Board of Supervisors to file and post the Notice of Exemption for the County Service Area 70 Zone G Wrightwood Road Chip Maintenance Project as required under the California Environmental Quality Act.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost) as the County Service Area 70 Zone G Wrightwood (CSA 70 Zone G) Road Chip Seal Maintenance Project (Project) will be funded through a voter-approved special tax levied on parcels within the zone. Appropriation for the Project is included in the 2021-22 Recommended Budget for CSA 70 Zone G.
BACKGROUND INFORMATION
CSA 70 Zone G was established on November 29, 1971 to provide road maintenance and snow removal services to 7.35 miles of paved and unpaved roads. CSA 70 Zone G annually receives tax revenues to fund maintenance projects that include chip and fog seal work to extend the road life and maintain safe service conditions.
Staff from the Department of Public Works - Special Districts (Department) conducted a full review of road needs in CSA 70 Zone G. Through this assessment, a full project scope was developed. The Project entails approximately 359,650 sq ft (3.46 Miles) of road preparation, chip and fog seal for the following roads: Buckwheat, Desert Front Road, Jack Rabbit Run, Manzanita, Oak Springs Valley, Quail Haven and Scrub Oak. Pursuant to California Public Contract Code sections 22032 and 22039, the Board of Supervisors (Board) shall adopt plans, specifications, and working details for public projects.
It is recommended that the Board determine the Project to be categorically exempt from further review under Section 15301 (c) (Existing Facilities) of the California Environmental Quality Act Guidelines (CEQA) (Title 14, California Code of Regulations), and direct the Clerk of the Board to file and post the Notice of Exemption as required under CEQA. As evidenced by the Notice of Exemption, Section 15301 provides categorical exemption for projects involving minor alteration of Class 1 Existing Facilities, including existing streets and highways, with no or negligible expansion of use. All work involved in the Project is consistent with Class 1 exemption.
PROCUREMENT
Upon approval of this item, the bid process will begin with the issuance of the advertisement for bids in the County’s Electronic Procurement (ePro) Network in accordance with Section 22037 of the California Public Contract Code. A mandatory pre-bid meeting will be scheduled to allow potential contractors the opportunity to see the jobsite and evaluate the Project. Bids can be submitted up to the Project’s bid opening on July 8, 2021 at 2:00 p.m. The Department anticipates returning to the Board in July or August 2021 with a recommendation for award of the construction contract.
