Recommendation
Approve the proposed Side Letter Agreement between the County of San Bernardino and Teamsters Local 1932 representing the employees in the Administrative Services Unit; Clerical Unit; Craft, Labor, & Trades Unit; Management Unit; Nurses Supervisory and Management Unit; Supervisory Unit; and Technical and Inspection Unit, to defer across the board salary increases.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Costs). The Memorandum of Understanding (MOU) with Teamsters Local 1932 (Teamsters) currently provides for a 2.5% across-the-board wage increase effective July 31, 2021, which is included in the County's 2021-22 budget as approved by the Board of Supervisors (Board) on June 8, 2021 (Item No. 112). This item will approve the deferral of 0.5% of the 2.5% across-the-board wage increase while the County meet and confers regarding Teamsters' desire to divert funds to a Teamsters Local 1932 retiree medical trust. The deferred funds, estimated to be $4.7 million, will be set-aside in a separate budget line item within each department's budget and will be available should a new contribution to the proposed retiree medical trust be approved.
