Approve contract with the City of Twentynine Palms to provide Animal Shelter Services in the unincorporated areas of the low desert, in an amount not to exceed $25,000, for the contract period of July 13, 2021 through June 30, 2026.

Body

COUNTY AND CHIEF EXECUTIVE OFFICER GOALS & OBJECTIVES

Provide for the Safety, Health and Social Service Needs of County Residents.

FINANCIAL IMPACT

This item will not result in the use of additional Discretionary General Funding (Net County Cost). The recommended contract amount will not exceed $25,000 and is funded by Discretionary General Funding, contract revenue and fees collected by Animal Care and Control.  Adequate appropriation and revenue have been included in the Department of Public Health’s (DPH) 2021-22 budget and will be included in future recommended budgets.

BACKGROUND INFORMATION

DPH Animal Care and Control (ACC) provides animal shelter services to the unincorporated areas throughout San Bernardino County.  ACC utilizes contract shelters in outlying unincorporated areas where the County does not own or operate a shelter.  These contract facilities reduce travel time for field animal control officers and make it easier for residents to retrieve and adopt impounded animals.  Since 1994, ACC has contracted with the City of Twentynine Palms to provide animal shelter services in the unincorporated areas of the low desert.

The recommended contract with the City of Twentynine Palms will allow ACC to continue to provide animal shelter services in the low desert that will include housing, rabies quarantine, stray animal impound, and stray animal euthanasia in accordance with County ordinance and State law. In addition, the City of Twentynine Palms’ shelter will collect licensing revenue and other fees on behalf of the County, and may contract with local veterinarians for spay and neuter services of adopted animals.

PROCUREMENT

DPH is recommending a non-competitive contract with the City of Twentynine Palms to provide the necessary animal shelter services in the unincorporated areas of the low desert.  The City of Twentynine Palms maintains its own animal shelter and has been successfully providing these services for the County under contract since 1994 as a partner governmental agency in the region.  Purchasing supports the non-competitive procurement of continued animal shelter services with the City of Twentynine Palms as the City is the only entity that can provide these services within the region.
