Recommendation

Approve non-financial Memorandum of Understanding with Rolling Start Inc. to partner, develop and implement an Aging and Disability Resource Connection program and the No Wrong Door System to assist older adults, people with disabilities, and caregivers in navigating long-term and support services, for the period of June 1, 2021 through June 30, 2022.

FINANCIAL IMPACT

The recommended Memorandum of Understanding (MOU) is non-financial in nature and as such, does not impact Discretionary General Funding (Net County Cost).

 

BACKGROUND INFORMATION

Under the terms of the recommended non-financial MOU, the Department of Aging and Adult Services (DAAS), the designated local Area Agencies on Aging (AAA), and Rolling Start, the designated Independent Living Center for San Bernardino County, are partnering to operate as an Aging and Disability Resource Connection (ADRC).  Through this partnership, they will use ADRC grant funding to implement a local No Wrong Door System and ADRC program, as defined in the Welfare and Institutions Code section 9121(b).  ADRC core services and functions include enhancing information and referral services, options counseling, short-term coordination, and transition services from facilities to home.  Additionally, the California Department of Aging (CDA) encourages AAAs to establish its local No Wrong Door/ADRC related services by partnering with local long-term services and support organizations.

 

California Senate Bill 80 (SB 80) established the first state ADRC Infrastructure Grants Program in 2019. The ADRC program develops coordinated networks of programs and services (No Wrong Door Systems) to serve the needs of older adults, people with disabilities, and caregivers in navigating the fragmented/complicated system of long-term services and supports, and achieving their personal goals and preferences for healthy aging. The program assists in enabling consumers to access all long-term services and supports through one agency, organization, coordinated network, or portal. 

 

Under SB 80, CDA awarded grant funding to interested and qualified AAA and Independent Living Centers to partner and  complete the planning and application process (as an Emerging ADRC) for designation and approval to operate as an ADRC program, and  aid designated ADRC programs in expanding or strengthening services for the purpose of implementing a No Wrong Door System.

 

PROCUREMENT

SB 80 requires the local AAA to partner with the local designated Independent Living Center to implement and operate an ADRC program.  Rolling Start, Inc. is the state designated Independent Living Center partner for the ADRC program in San Bernardino County.  

 

Commencing October 2020, contract negotiations with Rolling Start involved lengthy discussions between DAAS, County Counsel and Rolling Start, and on May 28, 2021 all parties agreed to the final language and commencement date.  This item is being presented at this time as this is the first available date following the required operational, fiscal, and legal reviews.  Approval by the Board of Supervisors at this time will not impact DAAS’ ADRC services or activities.
