Recommendation
Approve non-financial Memorandum of Understanding with Rolling Start Inc. to partner, develop and implement an Aging and Disability Resource Connection program and the No Wrong Door System to assist older adults, people with disabilities, and caregivers in navigating long-term and support services, for the period of June 1, 2021 through June 30, 2022.

FINANCIAL IMPACT
The recommended Memorandum of Understanding (MOU) is non-financial in nature and as such, does not impact Discretionary General Funding (Net County Cost).

BACKGROUND INFORMATION
Under the terms of the recommended non-financial MOU, the Department of Aging and Adult Services (DAAS), the designated local Area Agencies on Aging (AAA), and Rolling Start, the designated Independent Living Center for San Bernardino County, are partnering to operate as an Aging and Disability Resource Connection (ADRC). Through this partnership, they will use ADRC grant funding to implement a local No Wrong Door System and ADRC program, as defined in the Welfare and Institutions Code section 9121(b). ADRC core services and functions include enhancing information and referral services, options counseling, short-term coordination, and transition services from facilities to home.
