RECOMMENDATION(S)

Recommendation

1.                     Declare the following fixed asset as surplus and no longer necessary to the needs of San Bernardino County: playground equipment located at 503 Central Avenue, San Bernardino, CA 92408, with an estimated value of $0. 

2.                     Find it is in the public interest to donate the playground equipment to the City of San Bernardino for continued use as playground equipment.

3.                     Declare the following fixed asset as surplus and no longer necessary to the needs of San Bernardino County: Tot’s Choice Play System playground equipment located at 472 Crestview Avenue, San Bernardino, CA 92410, with a fully depreciated value of $3,735.

4.                     Find it is in the public interest to donate the Tot’s Choice Play System playground equipment, to the Housing Authority of San Bernardino County for continued use as playground equipment.

5.                     Authorize the Director of the Preschool Services Department to execute all necessary documentation to transfer ownership of the two sets of playground equipment to the City of San Bernardino and the Housing Authority of San Bernardino County on behalf of the County, as required by the Purchasing Agent.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost). The surplus and donation of the two sets of playground equipment will avoid the cost for the Preschool Services Department (PSD) to remove the items from their current location and then transport and install them at a new location.

 

BACKGROUND INFORMATION

In August 2001, PSD purchased the playground equipment in Recommendations 1 and 2 from Playground Plus with funding from the United States Department of Health and Human Services, Administration for Children and Families (ACF), in the amount of $18,206, for installation at the Mill Center PSD site located at 503 Central Avenue, San Bernardino, CA 92408. PSD is recommending the donation of the playground equipment to the City of San Bernardino to be utilized as playground equipment. PSD relocated the Mill Center site to a new location at 205 S. Allen Street, San Bernardino, CA 92408 to continue serving the families of the community.

 

In August 2008, PSD purchased the Tot’s Choice Play System in Recommendations 3 and 4 from Miracle Playground with funding from ACF, in the amount of $28,010, for installation at the Waterman Gardens site located at 472 Crestview Avenue, San Bernardino, CA 92410. PSD is recommending the donation of the playground equipment to the Housing Authority of San Bernardino County to be utilized as playground equipment. PSD relocated the Waterman Gardens site to a new location at 1151 N. Crestview Street, San Bernardino, CA 92410 to continue serving the families of the community.

 

PSD inspected the two sets of playground equipment and received a cost estimate of $39,698 for playground removal, transport, storage, and reinstallation; which exceeds their current value. Although purchased with ACF funds, per 45 CFR 92.32(e)(1), PSD may donate the playground equipment with no further obligation to ACF. Although County Policy No. 12-18 requires surplus property to be made available to other departments, Board-governed districts, or community based organizations, PSD is recommending the donation of the existing playground sets to the current property owners, the City of San Bernardino (Mill Center) and the Housing Authority of San Bernardino County (Waterman Gardens).  The playground sets will remain at their current locations.
