RECOMMENDATION(S)

Recommendation

1.                     Approve Revenue Contract (State Contract No. CPKS-1077) with the California Department of Education to provide Prekindergarten and Family Literacy Program services in the amount of $15,000 for the period of July 1, 2021 through June 30, 2022.

2.                     Approve Revenue Contract (State Contract No. CSPP-1431) with the California Department of Education to provide California State Preschool Program services in the amount of $4,712,718 for the period of July 1, 2021 through June 30, 2022.

3.                     Adopt resolutions authorizing the Chairman of the Board of Supervisors, the Chief Executive Officer, or the Assistant Director of the Preschool Services Department to execute all documents, including any subsequent, non-substantive amendments, in relation to the following Revenue Contracts, for the period of July 1, 2021 through June 30, 2022, on behalf of the County, as required by the California Department of Education, subject to review by County Counsel:

a.                     State Contract No. CPKS-1077

b.                     State Contract No. CSPP-1431

4.                     Direct the Chairman of the Board of Supervisors, the Chief Executive Officer, or the Assistant Director of the Preschool Services Department to transmit all documents and amendments in relation to Revenue Contracts (State Contract Nos. CPKS-1077 and CSPP-1431) to the Clerk of the Board within 30 days of execution.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost).  The combined amount of the recommended revenue contracts to provide literacy and preschool program services is $4,727,718 and funded by the California Department of Education (State).  Adequate appropriation and revenue have been included in the Preschool Services Department’s (PSD) 2021-22 budget.

 

BACKGROUND INFORMATION

The Prekindergarten and Family Literacy Program (CPKS) supports and promotes interactive literacy activities.  The California State Preschool Program (CSPP) includes both part-day and full-day services to provide a core class curriculum that is developmentally and culturally appropriate for the children served.  Since 1999, PSD has provided these programs through a combination of direct and contracted services.  The State provides annual funding to PSD for CPKS and CSPP through the recommended revenue contracts.

 

CPKS assists children who receive preschool services at PSD contracted sites with literacy related skills. Services include pre-reading skill assessments, training of teachers on instructional strategies, and the purchase of instructional materials.  PSD anticipates serving 400 eligible children and families enrolled in CPKS in Adelanto, Barstow, Ontario, San Bernardino, and Victorville in 2021-22 at an average cost of $37.50 per child/family.  These areas were identified by the State as having the greatest need due to low standardized testing and reporting scores of elementary school children. COVID-19 and school closures do not affect the service provided to the children.  The children have transitioned to distance learning.

 

CSPP provides education, health, cognitive, social/emotional, physical growth and development, and parent involvement services for children ages 3 to 5, as well as referrals to health and social services for families and staff development opportunities to employees.  CSPP services cover full-day and part-time child care and development programs that include nutrition, parental education, information on child development and care with an educational component that is developmentally, culturally, and linguistically appropriate for the children served. Services will be provided to eligible children, parents of eligible children who are either attending school or are enrolled in a job-training program, and families involved with Children and Family Services.  PSD anticipates serving approximately 800 children and families countywide in 2021-22, at an average cost of $5,890 per child/family.

 

On October 27, 2020 (Item No. 57), the Board of Supervisors (Board) approved a grant application to the State in the amount of $4,712,718, for the period of July 1, 2021 through June 30, 2022 for CSPP.  PSD must submit an annual, continued funding application in order to receive the revenue contract for annual CSPP funding.  CPKS is a supplemental grant that does not require an application.  This program primarily assists children who receive preschool services at PSD contracted sites.

 

This item is being presented at this time as PSD received the contracts (CPKS-1077 and CSPP-1431) from the State on June 1, 2021, and this is the first date available following the required operational, fiscal, and legal reviews.  Approval by the Board at this time will have no impact on PSD’s CSPP and CPKS services and activities.

 

The California Department of Education requires the County to adopt a resolution authorizing executive level staff to execute all documents, including any subsequent, non-substantive amendments, in relation to each of the recommended State revenue contracts on behalf of the County.  Approval of this item will adopt resolutions authorizing the Chairman of the Board of Supervisors, the Chief Executive Officer, or the Director of PSD to execute all documents, on behalf of the County, subject to review by County Counsel.
