FINANCIAL IMPACT
This item will not result in the use of any Discretionary General Funding (Net County Cost). The revenue agreement specifies a term from July 1, 2021 through June 30, 2022, for a maximum reimbursement of $7,800. Sufficient appropriation and revenue have been included in the Department of Agriculture/Weights & Measures (AWM) 2021-22 budget. Services per the revenue agreement will be fulfilled by the existing AWM staff.
BACKGROUND INFORMATION
This revenue agreement with the California Department of Food and Agriculture, Inspection Services/Inspection and Compliance Branch (CDFA, Inspection & Compliance) will reimburse AWM for performing inspection and enforcement services related to the Certified Farmers Market (CFM) Program for a maximum reimbursement of $7,800, from July 1, 2021 through June 30, 2022.
This revenue agreement aligns with the County and Chief Executive Officer Goals and Objectives to Pursue County Goals and Objectives by Working with Other Agencies with respect to performing inspections and enforcement related activities for the CFM Program on behalf of CDFA, Inspection & Compliance, and receiving reimbursement for the work performed.
AWM will continue to conduct enforcement inspections at Certified Farmers Markets and Certified Producer production sites. These market and producer site inspections and investigations will be in addition to the normal farmers market and producer inspections performed under mandate by statute. Inspection activities will be conducted when requested by the state and will also include follow-up inspections, program administration and legal activities relating to enforcement and market inspections performed in addition to the minimum required by law. When an investigation is necessary, the CDFA, Inspection & Compliance program will assist in the coordination of the inspections and will assign a case number for tracking and billing purposes. The Board of Supervisors (Board) first approved the initial revenue agreement with CDFA, Inspection & Compliance on August 25, 2015 (Item No. 7), to provide inspection services at market and producer growing locations throughout San Bernardino County and an agreement has since been renewed on a continual annual basis.
On May 28, 2021, AWM received the State revenue agreement in the amount of $7,800, for the period of July 1, 2021 through June 30, 2022. This item is being presented to the Board at this time as this is the first date available for presentation following the required operational, fiscal and legal reviews. Approval at this time will have no impact on work performed for the Certified Farmers Market Inspections Program since July 1, 2021 as it will be reimbursed under this agreement.
