Recommendation
Acting as the governing body of the San Bernardino County Flood Control District, approve Joint Funding Agreement with the United States Geological Survey for the operation and maintenance of three surface water gauging stations located at Caruthers Creek near lvanpah, West Fork Mojave River near Hesperia, and Santa Ana River in San Bernardino, in which the United States Geological Survey will contribute $22,005 for the period of October 1, 2021 to September 30, 2022.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The San Bernardino County Flood Control District (District) is funded by property tax revenue, fee revenue, and other local, state, and federal funding. Based on the Joint Funding Agreement (Agreement), the United States Geological Survey (USGS) will contribute 30.27% ($22,005) and the District will contribute 69.73% ($50,685) of the total cost of $72,690 for the operation and maintenance of three surface water gauging stations located at Caruthers Creek near lvanpah, West Fork Mojave River near Hesperia, and Santa Ana River in San Bernardino. Sufficient appropriation has been included in the District's 2021-22 budget and will be included in 2022-23 recommended budget (1920002522-F01455, 1940002532-F01084, and 1960002540-F01107).
BACKGROUND INFORMATION
The USGS operates and maintains stream flow gauging stations throughout the County. Since 1985, the District has participated with USGS to collect data from the three above-listed surface water gauging stations that have assisted the District in developing hydrology models. The District's participation is through an annual agreement prepared by USGS.
This Agreement will allow the District to continue to partially fund the operation and maintenance of three surface water gauging stations located at: (1) Caruthers Creek near lvanpah; (2) West Fork Mojave River near Hesperia; and (3) Santa Ana River in San Bernardino. The data gathered by the stream flow gauging stations is beneficial to both the District and the USGS in developing hydrology models.
These models enable engineers to plan and design flood control facilities that better protect existing and new development. This data is also used during emergency storm operations for evaluating the threat of flooding.
