FINANCIAL IMPACT

Approval of this item will not result in the use Discretionary General Funding (Net County Cost). The Department of Public Works (Department) is funded by Gas Tax revenue, fee revenue, and other state and local funding. The estimated total cost to apply chip seal or chip seal and overlay on the pavements of various roads in the Apple Valley area (Project) is $4,188,000. The San Bernardino County’s (County) share of the Project cost is estimated to be $3,965,000, and will be funded by the Senate Bill 1 Road Maintenance and Rehabilitation Account (RMRA) funds. The remaining estimated Project cost of $223,000 will be funded by the Town of Apple Valley (Town). Sufficient appropriation and revenue are included in the Department’s 2021-22 Road Operations budget (6650002000 44H15088).

 

BACKGROUND INFORMATION

The Department’s Road Operations Division intends to utilize its labor force to apply chip seal or chip seal and overlay on the pavements of various roads in the Apple Valley area (see Exhibit “A” attached to the Cooperative Agreement for list of the proposed roads). Chip sealing and overlay are preventative maintenance work, and under this Project, the maintenance will cover approximately 44.90 miles of roadway. The Project consists of preparation work, such as crack sealing and patching, or leveling course, and application of a chip seal or chip seal and overlay to the existing pavement. A leveling course is a thin layer of an asphalt mixture that is applied over an existing pavement to correct surface irregularities. The application of a chip seal while the pavement is in good condition is considered a cost-effective strategy for maintaining a road’s structural integrity.

 

On June 22, 2021 (Item No. 68), the Board of Supervisors authorized this Project as part of the 2021-22 Senate Bill 1 Road Maintenance and Rehabilitation Account project list.

 

In accordance with the Cooperative Agreement, the Town agrees to participate in the Project for roads of which the County and Town share jurisdiction in the Apple Valley area. The Town will pay its share of the Project cost, currently estimated to be $223,000, after completion of the Project. The Town will provide a representative to discuss and/or resolve any issues that may arise during the construction of the Project. The Cooperative Agreement will terminate upon completion of the Project and payment of final billing by the Town, or on June 30, 2026 (whichever occurs first). Right-of-Way services are not required for this type of project and therefore, are not part of this Agreement.

 

The Project will ensure development of a well-planned, balanced and sustainable County by preserving and improving the structural integrity of existing road surfaces in the Town. Furthermore, execution of the Cooperative Agreement and approval of the Project allows the County to meet its goals and objective by working cooperatively with the Town.

 

Project construction is anticipated to commence in the Summer of 2021. The Town approved this Cooperative Agreement on May 25, 2021.
