RECOMMENDATION(S)

Recommendation

Authorize the Auditor-Controller/Treasurer/Tax Collector to post the following adjustments as indicated in the Financial Impact section to the Preschool Services Department’s 2021-22 budget for $1,300,187 for the Head Start and Early Head Start, and Early Head Start-Child Care Partnership Programs (Four votes required).

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost).  The Preschool Services Department (PSD) is requesting budget adjustments to the 2021-22 budget as a result of COVID-19 grant funding in the amount of $1,300,187 received from the United States Department of Health and Human Services, Administration for Children and Families (ACF) for the Head Start, Early Head Start, and Early Head Start-Child Care Partnership Programs.  The department requests the Auditor-Controller/Treasurer/Tax Collector to post the following adjustments to the PSD budget:

BACKGROUND INFORMATION

PSD operates the Head Start Program, Early Head Start Program, and State Preschool Program in San Bernardino County.  The programs provide education, health, cognitive, social/emotional, physical growth and development, and parent involvement services for children ages 0 to 5 with the overall goal of increasing the school readiness of young children in economically disadvantaged families. 

 

On June 22, 2021 (Item No. 51), the Board of Supervisors approved grant award, County Contract No. 21-476 (Award No. 09HE000668-01-00), from ACF in one-time COVID-19 funding for PSD’s Head Start programs, in the amount of $1,300,187, for the period of April 1, 2021 through March 31, 2023.    These COVID-19 funds are to be utilized for Preschool Services’ COVID-19 related expenses  

 

The recommended budget adjustments will allow PSD to utilize the COVID-19 awarded funds to purchase safety items at all PSD Head Start locations to enable staff to remain safe and follow COVID-19 safety protocols implemented at each site. In addition, this second round of COVID-19 funds will enable PSD to continue to respond to COVID-19, and will be utilized for continued support of distance learning, which includes, but is not limited to a summer session for children transitioning into Kindergarten, pallet racks for the COVID-19 storage of supplies, telecommuting, program salaries and benefits, and contracted services.  PSD has determined that these investments best support the needs of Head Start children and families in San Bernardino County during this time.
