Approve Travel Request for Sheriff/Coroner/Public Administrator Shannon D. Dicus to travel to Kincardine, Scotland from September 18, 2021 through September 24, 2021 to attend the U.S. Department of Justice, Federal Bureau of Investigation, National Executive Institute’s Training Session 44, at an estimated cost to the County of $175.

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The training is being provided by the U.S. Department of Justice, Federal Bureau of Investigation (FBI). The FBI is funding the cost of air and ground travel from Los Angeles to Kincardine, Scotland and the cost of lodging and meals, estimated at $2,076. The only cost to the County is for parking at Los Angeles airport, estimated at $175, and will be funded out of the Sheriff/Coroner/Public Administrator’s (Department) 2021-22 budget.
BACKGROUND INFORMATION
Since its creation in 1975, the FBI’s National Executive Institute (NEI), has developed and provided a law enforcement executive training program for domestic and international law enforcement leaders that include areas of study such as, but not limited to: National and international political, economic, and social trends affecting the policing function; leadership, ethics and integrity; and the impact of criminal activity on policing.
Nominations for new participants are solicited by the local FBI offices in the United States, or embassy legal attaches in other countries. Domestically, these usually include the executive officers of full-service law enforcement agencies which are the primary providers of law enforcement services to a population of 250,000 or greater and have at least 500 sworn officers. The NEI’s sessions have been expanded to include international police agencies, Head of State police organizations, Chiefs of other law enforcement agencies, federal and military agencies. Each annual session has three one-week cycles, normally held in March, June, and September.
As an eligible law enforcement officer, Sheriff Dicus was invited to attend the 2021 NEI Session 44 which has its third and final cycle scheduled to be held in September at the Scottish Police College in Kincardine, Scotland. County Policy No. 08-04 requires Board of Supervisors approval for travel on County Business outside the United States.
