RECOMMENDATION(S)

Recommendation

1.                     Approve Cooperative Agreement with the City of Redlands to construct pavement improvements on Wabash Avenue and Other Roads in the Mentone, Redlands, and Yucaipa areas at an estimated total cost of $3,485,000.

2.                     Authorize the Director of the Department of Public Works to increase San Bernardino County’s contribution under the Cooperative Agreement by up to 25 percent (from $3,421,000 to $4,276,250), should costs dictate such an increase.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The Department of Public Works (Department) is funded by Gas Tax revenue, fee revenue, and other state and local funding. The total cost to make the necessary pavement improvements on Wabash Avenue and Other Roads in the Mentone, Redlands, and Yucaipa areas (Project) is estimated to be $3,485,000. The San Bernardino County (County) estimated share cost of $3,421,000 will be funded by the County’s Measure I Local Streets Program - San Bernardino Valley Subarea funds. The remaining amount of $64,000 will be financed by the City of Redlands (City) local funds. Sufficient appropriation and revenue are included in the Department’s 2021-22 Road Operations budget and will be included in future recommended budgets (6650002142 34TX1809).

 

BACKGROUND INFORMATION

The Project consists of 30.64 miles of pavement reconstruction, mill and overlay, which replaces a portion of the roadway with new asphalt concrete material, and application of oil based slurry seal and chip seal to the pavements. All work for the Project will be done within the existing road rights-of-way and therefore, no additional right-of-way is required for the Project. The Project is primarily in the unincorporated areas of Mentone, Redlands, and Yucaipa, and partially within the City of Redlands (see Exhibit “A” attached to the Agreement for list of the proposed roads), and therefore is of mutual benefit to both Parties. This Project has been identified as a priority based on current pavement condition, amount of truck traffic carried, daily traffic count, and other criteria established under the Department’s Pavement Preservation Program.

 

The Project meets the County and Chief Executive Officer’s goals and objectives by jointly working with the City in an effort to ensure the development of a well-planned, balanced, and sustainable County by constructing pavement improvements on various roads in the Mentone, Redlands, and Yucaipa areas, with the purpose of providing improved pavement surfaces on which motorists travel.

 

In accordance with the terms of the Agreement, the County will serve as the lead agency for the Project design, utility relocation, construction, construction engineering, inspection, and California Environmental Quality Act compliance, and will provide the City with the plans and specifications prior to the Project construction for the City’s review and approval. In addition, the City agrees to provide the County a no-cost permit for work in the City’s right-of-way, and pay its share of the Project cost, up to $80,000, which is the City’s estimated share of $64,000, plus 25 percent increase over the estimated amount, should actual Project costs dictate such an increase. The City will provide a representative to discuss and/or resolve issues that may arise during the construction of the Project. The County’s share of the Project cost shall not exceed $4,276,250, (which is 25 percent increase over County’s estimated share of $3,421,000). The County and City’s shares of the Project cost shall not exceed the Agreement’s stated amounts absent a written and approved amendment to the Agreement. The Project construction is anticipated to commence in the Spring of 2022.

 

Unless the Agreement is terminated pursuant to terms outlined in the Agreement, the Agreement shall terminate upon completion of the Project and final payment by the City, or on December 31, 2026, whichever occurs first. The City approved the Agreement on July 6, 2021.
