RECOMMENDATION(S)
Recommendation
1. Approve the plans and specifications for the Laurel Avenue at Randall Avenue Drainage Improvement Project in the Fontana area as signed and sealed by a registered civil engineer.
2. Authorize the Director of the Department of Public Works to advertise the Laurel Avenue at Randall Avenue Drainage Improvement Project in the Fontana area for bids.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The Laurel Avenue at Randall Avenue Drainage Improvement Project in the Fontana area (Project) will be funded with Gas Tax revenue. The requested actions are administrative in nature with minimal financial impact. Sufficient appropriation is included in the Department of Public Works (Department) 2021-22 Road Operations budget (6650002000 18H15101).
BACKGROUND INFORMATION
The Project involves removing and replacing the existing curb and gutter, reconstructing asphalt concrete pavement and concrete spandrel, constructing a driveway approach, and repainting traffic striping at the southeast corner of Laurel Avenue and Randall Avenue to improve drainage flows. Minimal work for the Project will be done outside the existing road right-of-way and will require permission from property owners; however, no property acquisitions are required.
The Department has identified this Project to correct drainage flows at this location.
On June 8, 2021 (Item No. 65) the Board of Supervisors (Board) determined the Project was exempt under the California Environmental Quality Act, approved the Project as defined in the Notice of Exemption, and directed the Clerk of the Board to file and post said notice.
The Project aligns with the County and Chief Executive Officer’s goals and objectives to ensure the development of a well-planned, balanced, and sustainable County and to provide for the safety, health and social service needs of County residents by improving roadway drainage.
PROCUREMENT
The Project will be advertised to invite formal bids in accordance with Section 22037 of the California Public Contract Code. The Department anticipates returning to the Board for an award of the construction contract in September of 2021.
