Approve grant award agreement (State Agreement No. EA32-21-0010) from the California Department of Resources Recycling and Recovery for the Local Enforcement Agency Grant Program to support solid waste facilities permit and protection programs, in the amount of $53,635, for the period of July 1, 2021 through October 27, 2022.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost).  The grant award in the amount of $53,635 for the Local Enforcement Agency (LEA) Grant Program from the California Department of Resources Recycling and Recovery (CalRecycle) does not require a match.  Adequate appropriation and revenue have been included in the Department of Public Health’s (DPH) 2021-22 budget and will be included in the 2022-23 recommended budget.  

 

BACKGROUND INFORMATION

CalRecycle administers a statewide program to enforce regulations pertaining to solid waste management.  It also designates a LEA to aid in enforcement activities and offers the non-competitive LEA Grant Program exclusively for the support of solid waste facilities, permit, and inspection programs.  The DPH Division of Environmental Health Services (DEHS) will use this grant award to support the inspection of landfills, transfer stations, composting facilities, chipping and grinding operations, and construction and demolition processing facilities countywide.  DEHS, the designated LEA for San Bernardino County, has received LEA Grant Program funds since 2003.

 

On May 4, 2021 (Item No. 44), the Board of Supervisors (Board) approved the submission of a grant application to CalRecycle for the LEA Grant Program to support solid waste facilities permit and protection programs, in the amount of $53,635, for the period of July 1, 2021 through October 27, 2022.  In addition, this item adopted Resolution No. 2021-056, effective May 4, 2021 for a five-year period as required by CalRecycle, authorizing the DPH Director to 1) approve, execute and submit grant applications, non-substantive amendments and documents necessary to secure funding, on behalf of the County, subject to review by County Counsel; and 2) execute grant award agreements and substantive amendments, on behalf of the County, upon approval by the Board.

 

On August 6, 2021, DPH received grant award agreement (State Agreement No. EA32-21-0010) from CalRecycle for the LEA Grant Program to support solid waste facilities permit and protection programs, in the amount of $53,635, for the period of July 1, 2021 through October 27, 2022.

 

This item is being presented at this time, as this is the first date available for presentation following the required operational, fiscal, and legal reviews.  Approval by the Board at this time will have no impact on DEHS’ solid waste facilities permit and inspection program.
