Recommendation
Approve non-financial Memorandum of Understanding with California Baptist University for the terms and conditions for training and field experience of student interns provided by the Preschool Services Department, for the period of October 1, 2021 through September 30, 2024.

BACKGROUND INFORMATION
The recommended agreement with California Baptist University (CBU) will allow the Preschool Services Department (PSD) to provide training and field experience to interns in the Master of Science Speech-Language Pathology Program at CBU. Through the student internship program, PSD provides learning experiences that will help students receive the skills they need to prosper in the 21st century economy, which aligns with the San Bernardino Countywide Vision2Succeed initiative.
PSD employs qualified professionals who will provide the needed tutelage and guidance to student interns participating in the Speech-Language Pathology Program, where their focus of study is on communication and swallowing disorders, language development, and cognitive issues related to language. Interns will assist in identifying any communication disorders among enrolled children. PSD's population of approximately 5,000 children ages 0 to 5 throughout San Bernardino County will provide CBU interns with required field experience and degree-related internship hours. Since 2016, PSD and CBU have partnered to provide a mutually beneficial internship program offering the training and field experience CBU students need and a valuable means of maximizing PSD’s available public resources.
PSD provides Head Start, Early Head Start, and State Preschool programs that include comprehensive child development and family services comprised of education, health, nutrition, parent involvement, and psychological services for children ages 0 to 5 and their families. Head Start and State Preschool programs have been operating in San Bernardino County since 1965. Since 1999, PSD has provided these programs through a combination of direct and contracted services. The overall goal of Head Start programs is to increase the health and school readiness of disadvantaged children and increase the self-sufficiency of low-income families.
