Approve Revenue Agreement with the California Department of Food and Agriculture, Plant Health and Pest Prevention Services/Pest Exclusion Division (State Agreement No. 21-0403-000-SG), for the Department of Agriculture/Weights & Measures to continue to perform high-risk pest exclusion activities on behalf of the State from July 1, 2021 through June 30, 2022, for a total amount not to exceed $122,960.03.

FINANCIAL IMPACT
This item will not result in the use of additional Discretionary General Funding (Net County Cost). The revenue agreement specifies a term from July 1, 2021 through June 30, 2022, for a maximum reimbursement of $122,960.03. Sufficient appropriation and revenue have been included in the Department of Agriculture/Weights & Measures (AWM) 2021-22 adopted budget. Services per the revenue agreement will be fulfilled by existing AWM staff.
BACKGROUND INFORMATION
This revenue agreement with the California Department of Food and Agriculture, Plant Health and Pest Prevention Services/Pest Exclusion Division (CDFA, PHPPS/Pest Exclusion) will reimburse AWM for performing pest inspection and enforcement services for the State related to the High-Risk Pest Exclusion Program for a maximum reimbursement of $122,960.03 from July 1, 2021, through June 30, 2022.
This revenue agreement aligns with the County and Chief Executive Officer Goals and Objectives to Pursue County Goals and Objectives by Working with Other Agencies with respect to performing inspections for the High-Risk Pest Exclusion Program on behalf of CDFA, PHPPS/Pest Exclusion and receiving reimbursement for the work performed.
AWM will continue to inspect high-risk plant shipments entering San Bernardino County. High-risk pest exclusion and inspection activities are a mandated function outlined by CDFA. High-risk inspections include: air cargo or truck shipments carrying quarantined plant material; shipments of propagative plant material, fruits and vegetables; nursery stock shipments arriving from Hawaii, Florida and other Southern States. Detecting harmful pests and diseases before they become established in the county helps prevent an economic crisis in the agricultural/nursery industry. CDFA provides supplemental funding to counties for this mandated program. The funding received from CDFA is based on actual inspection time and overhead costs.
The Board of Supervisor (Board) first approved the initial revenue agreement with CDFA, PHPPS/Pest Exclusion on February 2, 1999 (Item No. 18), to provide inspection and enforcement services at locations throughout San Bernardino County and a revenue agreement has since been renewed on a continual annual basis.
On August 10, 2021, AWM received the State revenue agreement in the amount of $122,960.03, for the period of July 1, 2021 through June 30, 2022. This item is being presented to the Board at this time as this is the first date available for presentation following the required operational, fiscal and legal reviews. Approval at this time will have no impact on work performed for the High-Risk Pest Exclusion Program since July 1, 2021 as it will be reimbursed under this agreement.
