BACKGROUND INFORMATION

On August 24, 1999, the Board of Supervisors (Board) approved an agreement between San Bernardino County (County) and the Fontana Unified School District (District) to establish a joint use branch library facility (Kaiser Public Library) on the Kaiser High School Campus, 11555 Almond Ave., Fontana.

On March 15, 2005, the Board approved an agreement between the County and the District to establish a joint use branch library facility (Summit Public Library) on the Summit High School Campus, 15551 Summit Ave., Fontana.

These agreements allowed these campus libraries to also be used as public libraries.  County Code Section 11.0401 sets business hours for County Offices as 8:00 a.m. to 5:00 p.m. every day, exclusive of Saturdays, Sundays and holidays, unless otherwise authorized by Board resolution.

On February 8, 2000, the Board adopted Resolution No. 2000-32 (Item No. 40), setting the public service hours for the Kaiser Public Library, located on the Kaiser High School campus in Fontana, as Monday through Thursday 3:00 p.m. to 8:00 p.m., Friday closed and Saturday 9:00 a.m. to 5:00 p.m.

On March 15, 2005, the Board also adopted Resolution No. 2005-41 (Item No. 15), setting the public service hours for the Summit Public Library, located on the Summit High School campus in Fontana, as Monday through Thursday 3:00 p.m. to 8:00 p.m., Friday closed and Saturday 9:00 a.m. to 5:00 p.m

The District has notified County Library that school hours have been extended until 3:30 p.m., and has requested that public service hours for these joint use library facilities begin after school dismissal.  County Library recommends, and the District agrees, to the following revised operating hours:  Monday through Thursday 4:00 p.m. to 8:00 p.m., Friday closed and Saturday 9:00 a.m. to 5:00 p.m. While this adjustment reduces operating hours, the County Library is not anticipating to reduce staffing hours or support provided to the library sites.

County Code Section 11.0401 requires that changes in County office hours be approved by Board resolution.
