Recommendation
Approve Amendment No. 1 to Contract No. 16-793 with Five Keys Schools and Programs for providing education services to adult offenders, extending the term by three months, for a total agreement period of October 4, 2016 through December 31, 2021 at no cost to the County.

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost) as Five Keys Schools and Programs’ (Five Keys) cost of providing education services will be funded by the California Department of Education. As a charter school, Five Keys receives funding from the State that is based on attendance.
BACKGROUND INFORMATION
Since 2016, the Probation Department (Department) has contracted to provide education services to adult offenders in San Bernardino County’s (County) Day Reporting Centers (DRCs). These services address the needs of adults who have been involved in the criminal justice system and have otherwise not received a high school diploma. The Department believes that helping at-risk adults attain education and skills for self-sufficiency maximizes reentry success and reduces recidivism.
On October 4, 2016 (Item No. 21), the Board of Supervisors approved Contract No. 16-793 with Five Keys to provide education services to adult offenders on probation for the period of October 4, 2016 through September 30, 2021 at no cost to the County.
Approval of this item will extend the contract by three months, for a total agreement period of October 4, 2016 through December 31, 2021, to continue providing uninterrupted services while allowing for additional time to complete the procurement process.
PROCUREMENT
On May 26, 2016, a Request for Proposals (RFP PROB16-PROB-1954) was released through the County’s Electronic Procurement System (ePro) to solicit qualified agencies to provide education services to adult offenders. As a result of the competitive bid process, the Department awarded Five Keys a contract.
The Department is in the process of completing a new competitive procurement process for education services to be in place by January 2022.
