RECOMMENDATION(S)

Recommendation

Acting as the governing body of the San Bernardino County Fire Protection District:

1.                     Declare the 2006 Ford F550 Brush Patrol (Equipment No. 18306/VIN 1FDAW57PX6EB35349) as surplus property that no longer meets the needs of the San Bernardino County Fire Protection District since this vehicle exceeds the recommended age and mileage parameters for useful life set forth by the San Bernardino County Fire Protection District, Division of Vehicle Services.

2.                     Approve Amendment No. 1 to Agreement 20-542 with Buckskin Fire District for the transfer of surplus property listed in Recommendation No. 1, which is fully depreciated and has an estimated value of approximately $6,200, to the Buckskin Fire District in consideration for a transfer of all liability and costs associated with the surplus property and for use in providing fire protection and advanced life support services to the unincorporated area of Parker Dam.

3.                     Authorize the Director of the San Bernardino County Fleet Management Department to execute all necessary documentation for transfer of title of surplus property identified in Recommendation No. 1.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost) as there are no costs involved with the transfer of this San Bernardino County Fire Protection District (SBCFPD) surplus vehicle to the Buckskin Fire District (BFD). This vehicle is fully depreciated, presently out of service, and no longer meets the needs of SBCFPD.  All SBCFPD liability and costs pertaining to the surplus property will be released and transferred to BFD.

 

BACKGROUND INFORMATION

On June 23, 2020 (Item No. 105), the SBCFPD Board of Directors approved Agreement No. 20-542 (Fire Services Agreement) with BFD that allows BFD to provide fire protection and advanced life support services to the unincorporated area of Parker Dam through June 30, 2025.  Due to the proximity of BFD to Parker Dam, SBCFPD determined that these services would be more cost effective and response times would be improved if they were provided by BFD rather than continuing with the use of SBCFPD Paid-Call Firefighters. 

 

Per California Government Code section 55632, SBCFPD is authorized to contract with any neighboring local agency, including BFD, for the furnishing of fire protection services.  In addition, Government Code section 6500 et seq. authorizes SBCFPD and BFD to enter into an agreement to jointly exercise any powers common to them

 

Although BFD has the requisite resources and experience needed to provide fire protection and advanced life support services for the Parker Dam area, BFD has the need for this surplus Brush Patrol vehicle.  Amendment No. 1 to Agreement No. 20-542 will transfer the surplus property listed in Recommendation No. 1 to BFD for use in the area it covers under the Fire Services Agreement.  In the event Agreement No. 20-542 terminates early, BFD will be required to pay SBCFPD $6,200 for the surplus property.  All other terms of the contract shall remain the same.

 

The surplus vehicle will serve as a first response apparatus under the Fire Services Agreement and will be titled, registered, and insured by BFD.
