The proposed Resolution will not result in significant costs to the Department of Public Works (Department). Sufficient appropriation and revenue are included in the Department’s 2021-22 Road Operations budget.
BACKGROUND INFORMATION
Subsequent to receiving resident concerns, the Department conducted a traffic engineering investigation to evaluate the need for multi-way stop controls (four-way stop) at the intersection of Cactus Avenue and Santa Ana Avenue in the Bloomington area. Per the County Maintained Road System (CMRS), Cactus Avenue is a collector street and Santa Ana Avenue is a secondary highway. Both streets have two lanes, one lane for each direction. There is an existing two-way stop control on Cactus Avenue, at Santa Ana Avenue. The study identified accidents and traffic volumes to warrant a multi-way stop at this location. Based on the findings the Department recommends that the Board of Supervisors (Board) establish a multi-way stop at the intersection of Cactus Avenue and Santa Ana Avenue.
This item supports the County’s goal of maintaining public safety by implementing County Code section 52.0111(a), under Title 5, Division 2, which provides the Board the authority to establish stop intersections that require all vehicles to stop at one or more entrances to such intersection.
The proposed Resolution will also direct the County Road Commissioner to perform such acts as are necessary to implement the Resolution, which includes the posting of stop signs per County Code Section 52.0111(c), under Title 5, Division 2, to assist in improving the safety of the motorists traveling along the roadway.
