RECOMMENDATION(S)

Recommendation

1.                     Adopt Resolution to establish a “No Stopping, Standing, or Parking” zone pursuant to County Code Section 52.0118(a):

a.                     Along the west side of Cactus Avenue, from Manilla Street to 362 feet north of Ash Street, a distance of 717 feet, in the Bloomington area.

2.                     Direct the County Road Commissioner to perform such acts as necessary to implement the terms of the Resolution.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The proposed Resolution will not result in significant costs to the Department of Public Works (Department). The minor administrative costs to update Department records and the cost to install and maintain signage for the “No Parking” zones are minimal and will be funded by Gas Tax revenue. Sufficient appropriation and revenue are included in the Department’s 2021-22 Road Operations budget.

 

BACKGROUND INFORMATION

Subsequent to issues raised by concerned residents, the Department conducted a traffic engineering investigation on Cactus Avenue from Manilla Street to Ash Street, in the Bloomington area. The investigation revealed evidence of commercial vehicles parking on the west side of Cactus Avenue from Manilla Street to the existing no parking restriction, 362 feet north of Ash Street. The commercial vehicles parking along the roadway not only create view obstructions for drivers approaching or turning onto Cactus Avenue, from both Manilla Street and Ash Street, but they also emit fumes into the residential area by staying idle for long periods of time and leaving waste behind, imposing health and safety issues.

 

Cactus Avenue is a collector street, which includes two-lanes, one each direction of travel. It also consists of a paved shoulder that extends out 19 feet to the edge line on the west side. There currently is a “No Stopping Any Time” zone 300 feet north and 153 feet south of Otilla Street that was established by Resolution No. 2012-206. To address the concerns presented and keep consistency with the resolution adopted north of this location the Department recommends that the Board of Supervisors establish a “No Stopping, Standing, or Parking” zone for all vehicles along the west side of Cactus Avenue, from Manilla Street to 362 feet north of Ash Street pursuant to County Code Section 52.0118(a) under Title 5, Division 2.

 

The proposed Resolution will also direct the County Road Commissioner to perform such acts as are necessary to implement the Resolution, which includes posting the signage per County Code Section 52.0118(a), to assist in improving the safety of the motorists traveling along the roadway.
