Adopt the Sewer System Management Plans for wastewater collection systems located at the following San Bernardino County Regional Parks: Calico Ghost Town; Glen Helen; Mojave Narrows; Mojave River Forks; Prado; and Yucaipa.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost).  Implementation of the Sewer System Management Plans (SSMP) is a requirement of the State Water Resources Control Board and the cost for preparation of the SSMP’s was included in the Memorandum of Understanding between the Regional Parks Department (Regional Parks) and County Service Area 70, Agreement No. 19-449, approved by the Board of Supervisors (Board) on June 25, 2019 (Item No. 74).

 

BACKGROUND INFORMATION

Pursuant to Agreement No. 19-449, the Department of Public Works - Special Districts (Special Districts) provides wastewater treatment and wastewater collection system operation, maintenance, and management services for the County’s various regional parks.

 

The State Water Resources Control Board (SWRCB) requires a complete SSMP document update every five (5) years.  In an effort to fulfill the regulatory requirements set by the SWRCB, Regional Parks solicited Special Districts to develop SSMPs for the parks in compliance with the State Water Resource Control Board Order No. 2006-003-DWQ Statewide General Waste Discharge Requirements for Sanitary Sewer Systems, the companion Monitoring and Reporting Program Order No. 2008-0056-EXEC, and California Water Code sections 13260 and 13263. Approval of this item will fulfill these state requirements for the following San Bernardino County Regional Parks: Calico Ghost Town; Glen Helen; Mojave Narrows; Mojave River Forks; Prado; and Yucaipa.

 

Board approval of this item will also authorize Special Districts to update the California Integrated Water Quality System (CIWQS) with information for the Regional Parks wastewater collection systems required for SSMP implementation.  CIWQS is a sanitary sewer overflow database used by the State of California to collect and store sewer agency facility and organization information, including details of all sanitary sewer overflows that may occur in an agency’s wastewater collection system.

 

The objective of a SSMP is to provide a plan and schedule to properly manage, operate, and maintain all parts of the sanitary sewer system that are consistent with the following goals; to maintain or improve the condition of the sewer collection system infrastructure in order to provide reliable service now and in the future; to mitigate infiltration and inflow to adequately provide for sewer capacity and accommodate design flow; and to minimize the number and impact of any sanitary sewer overflows that may occur.
