RECOMMENDATION(S)
Recommendation
1. Approve Grant Agreement with the State of California - Office of Traffic Safety (State Grant Number PT22192) in an amount not to exceed $520,000, for the Selective Traffic Enforcement Program for the period of October 1, 2021 through September 30, 2022.
2. Authorize the Chair of the Board of Supervisors, and the Sheriff/Coroner/Public Administrator, as required by the State of California - Office of Traffic Safety, to execute and submit the grant agreement documents and any non-substantive amendments necessary on behalf of the County, subject to review by County Counsel.
3. Direct the Sheriff/Coroner/Public Administrator to transmit all documents and amendments in relation to this grant agreement to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The Sheriff/Coroner/Public Administrator (Department) will receive reimbursement in an amount not to exceed $520,000 from the State of California - Office of Traffic Safety (OTS) for the Selective Traffic Enforcement Program (STEP). No matching funds are required, and the grant funding will be used in the cities of Chino Hills, Hesperia, Highland, Loma Linda, Rancho Cucamonga, Twentynine Palms, Victorville, Yucaipa, and the Towns of Apple Valley and Yucca Valley to perform specific program-related activities. Appropriation and revenue were not included in the Department’s 2021-22 budget but will be included on a future quarterly countywide budget report presented to the Board of Supervisors (Board) for approval, if necessary.
STEP expenses include personnel overtime, travel expenses, equipment, and other direct costs as listed in the table below for saturation patrols, and other grant operations. Saturation patrol is a tactic wherein a large number of officers are concentrated into a small geographic area, commonly used for Driving Under the Influence (DUI) checkpoints. Other grant operations include various enforcement activities such as traffic, distracted driving, motorcycle safety, “Click It or Ticket” and traffic safety educational presentations.

BACKGROUND INFORMATION
The State of California OTS provides funding to local law enforcement agencies through STEP for activities aimed at reducing the number of persons killed or injured in crashes involving alcohol and other primary collision factors.
On January 15, 2021, the County Chief Executive Officer approved the submission of the electronic grant application to OTS in the amount of $1,042,683. The County’s application was tentatively accepted, subject to Board approval. The final grant award notice and agreement, in the amount of $520,000, was received by the Department on September 7, 2021, and is being submitted to the Board for approval on the first available meeting date upon completion of the required financial and legal review process. The performance period of this agreement is from October 1, 2021 through September 30, 2022. However, upon the Board’s approval of the agreement, the Department can submit reimbursement claims retroactively to October 1, 2021.
Through STEP, 101 saturation patrols will be conducted in the cities of Chino Hills, Hesperia, Highland, Loma Linda, Rancho Cucamonga, Twentynine Palms, Victorville, Yucaipa, and the Towns of Apple Valley and Yucca Valley. Funding from this agreement is for incorporated contract cities and towns under the Sheriff’s traffic jurisdiction. The goals of STEP are to reduce the number of victims killed or injured in alcohol-involved crashes in the participating cities and to highly publicize the Program’s enforcement efforts during the following National Highway Traffic Safety Administration (NHTSA)-specified periods:
- Winter Holiday Mobilization - December 15, 2021 through January 1, 2022
- Summer Mobilization - August 17, 2022 through September 5, 2022
Additional saturation patrols (as allowed by grant budget) outside the mobilization periods may include: Super Bowl Sunday, St. Patrick’s Day, Cinco de Mayo, and Halloween.
Other grant operations will include specific program activities aimed at providing six services including: 43 traffic enforcement operations, 30 distracted driving enforcement operations, 13 motorcycle safety enforcement operations, five night-time “Click It or Ticket” enforcement operations, 10 publicized operations in areas where high numbers of bicycle and pedestrian collisions occur, and four traffic safety educational presentations.
