RECOMMENDATION(S)

Recommendation

1.                     Authorize the addition of 57 new regular positions for the Department of Aging and Adult Services’ Adult Protective Services Program, under the following classifications:

a.                     One Deputy Director position, Exempt Unit, Range 74C ($98,300 - $133,785).

b.                     Three District Manager positions, Management Unit, Range 64 ($74,172 - $102,003).

c.                     Eight Office Assistant III positions, Clerical Unit, Range 31A ($33,612 - $46,155).

d.                     One Program Specialist I position, Administrative Services Unit, Range 53 ($56,825 - $78,041).

e.                     One Program Specialist II position, Administrative Services Unit, Range 56 ($61,089 - $83,948).

f.                     Two Staff Analyst II positions, Administrative Services Unit, Range 56 ($61,089 - $83,948).

g.                     Two Secretary I positions, Clerical Unit, Range 35 ($36,566 - $50,232).

h.                     Thirty-two Social Service Practitioner III positions, Professional Unit, Range S4 ($61,942 - $86,236).

i.                     Four Supervising Social Service Practitioner positions, Supervisory Unit, Range 61 ($68,910 - $94,848).

j.                     Three Social Worker II positions, Administrative Services Unit, Range 47 ($49,067 - $67,329).

2.                     Authorize the Auditor-Controller/Treasurer/Tax Collector to post the adjustments as indicated in the Financial Impact section below to the Human Services Administrative Claim 2021-22 budget in the amount of $6,934,400, for the addition of 57 regular positions (Four votes required).

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost).  The cost of the 57 regular positions is $6,934,400 and will be funded by an increase to the Adult Protective Services (APS) Program allocation funded by State General Fund and Federal Title XIX funding.  The Department of Aging and Adult Services (DAAS) requests the Auditor-Controller/Treasurer/Tax Collector post the following adjustments to the Human Services Administrative Claim 2021-22 budget:

BACKGROUND INFORMATION

California is projected to be one of the fastest growing states in the nation in total population with the population aged 60 and older expected to grow more than three times as fast. It is anticipated that between 2010 and 2060, the older adult population in San Bernardino County will increase by 200%.   On July 16, 2021, Governor Newsom signed Assembly Bill (AB) 135 into law as part of the 2021-22 Budget Act that included $70 million in State General Fund to enhance the APS Program.  It is anticipated that DAAS’ APS Program will receive approximately $7 million in funding ($3.5 million state and $3.5 million federal) for 2021-22 and for ongoing fiscal years to expand APS services to older adults from the current age of 65, to a subset of highly vulnerable clients beginning at age 60.  A total of 15,360 new APS clients are estimated to be served annually due to the expansion of services. DAAS will utilize the increased funding to add 57 positions to serve the expanded target population now eligible under the APS Program.

 

APS is a state-mandated program that strives to have all older and dependent adults live their lives free from the threat or reality of abuse.  The goal of the program is to prevent and remedy the abuse, neglect, and exploitation of dependent adults between the ages of 18 and 64 years who are disabled and older vulnerable adults, ages 65 and older when these adults are unable to meet their own needs or are victims of abuse.  With the passing of AB 135, the State has now lowered the eligibility age requirement to 60 for an older adult’s participation in the APS Program.

 

APS Program staff investigate reports of alleged abuse of older and dependent adults who live in private homes, apartments, hotels, or hospitals.  APS staff work closely with other agencies such as law enforcement, Office of the State Long Term Ombudsman, and the California Department of Health Care Services.  Approval of the recommended action will allow DAAS to add the 57 positions in the Recommendation that are necessary in order to prepare and respond appropriately to the State’s expansion of the APS Program.  In addition, this item will approve the associated adjustment to DAAS’ 2021-22 budget for these additional positions.
