RECOMMENDATION(S)

Recommendation

1.                     Adopt Resolution establishing a mid-block crosswalk on Green Valley Lake Road approximately 120 feet northeast of Angeles Drive in the Green Valley Lake area, pursuant to County Code Section 52.0124(a).

2.                     Direct the County Road Commissioner to perform such acts as necessary to implement the terms of the Resolution in Recommendation No. 1.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The proposed Resolution will not result in significant costs to the Department of Public Works (Department). The minor administrative costs to update Department records and remove, install, and maintain signage and beacons will be funded by Gas Tax revenue. Sufficient appropriation is included in the Department’s 2021-22 Road Operations budget.

 

BACKGROUND INFORMATION

A request was made by the President of Mountain Community Alliance asking if an existing crosswalk and Pedestrian Crossing sign could be moved from its existing location on Green Valley Lake Road at the intersection of Angeles Drive. Currently, pedestrians crossing the road often do not cross at the dictated existing crosswalk at the intersection, but rather at a spot about 120 feet northeast of this location.  The Department’s Traffic Division conducted an engineering and traffic investigation and has determined that the request for a change of location for the crossing would provide closer access to the business district and be a safer crossing point for pedestrians in the area. Therefore, the Department supports the installation of the mid-block crosswalk at the proposed location with a rectangular rapid flashing beacon on top of pedestrian crossing signs as a safety enhancement. The existing crosswalk pavement markings and signs will be removed.
