RECOMMENDATION(S)

Recommendation

1.                     Approve Capital Improvement Program Project Front Entry Gatehouse Renovation (CIP 22-074) for Prado Regional Park located at 16700 S. Euclid Avenue in Chino in the amount of $1,328,895.

2.                     Approve appropriation and revenue adjustments to fund the Capital Improvement Program project and authorize the Auditor-Controller/Treasurer/Tax Collector to post the necessary budget adjustments, as detailed in the Financial Impact Section (Four votes required).

FINANCIAL IMPACT

Approval of this item will result in the use of Discretionary General Funding (Net County Cost).  It is recommended that the project be funded through the use of the County’s Community Service Upgrades Reserve (Reserve).  The following budget adjustments are requested to authorize the use of the Reserve in an amount totaling $1,328,895.

BACKGROUND INFORMATION

On June 8, 2021 (Item No. 112), as part of the County’s 2021-22 Budget, the Board of Supervisors approved the creation of the Community Service Upgrades Reserve in the amount of $5,000,000 to address deferred maintenance projects at Regional Park facilities.

 

The entry gate leading into the Prado Regional Park (Park) was constructed as part of the original Park development. The existing gate house does not have restroom facilities, and, therefore Park staff must drive down to the maintenance yard to utilize the facilities. The gate house does not have proper heating, venting, or air conditioning system and Park staff are exposed to inclement weather during the year while manning the gate. Increased Park use has created the need for a larger entry gate and office area, complete with a restroom for employee use and entry area for pedestrian customers. Approval of this Item will allow the Regional Parks Department, in coordination with the Real Estate Services Department-Project Management, to move forward with renovations of the gatehouse and existing signage.  

 

Approval of this recommendation aligns with the County and Chief Executive Officer goals and objectives to provide for the safety, health and social service needs of County residents and to operate in a fiscally responsible and business-like manner by improving park amenities to enhance accessibility by meeting Americans with Disabilities Act requirements and to increase Park attendance to generate additional revenue.
