Approve Revenue Interim Use Permit with Nordstrom Inc. for the use of a portion of the Swim Complex Parking Lot, comprising 1.2 acres, at Glen Helen Regional Park, for the permittee’s holiday overflow parking for its staff for a use period of forty-five days from October 30, 2021 through December 13, 2021 for total revenue in the amount of $36,200.

FINANCIAL IMPACT

Approval of this Revenue Interim Use Permit (Permit) does not require the use of additional Discretionary General Funding (Net County Cost).  Under this Permit, Nordstrom Inc. (Permittee) will pay the Regional Parks Department (Department) $36,000 in use fees and $200 in contract preparation fee for the holiday overflow parking (Event) for a use period of 45 days from Saturday, October 30, 2021 to Monday, December 13, 2021.  The following fees are consistent with the Board of Supervisor’s (Board) approved 2022 fee schedule:

The Permittee will also submit a $12,000 deposit to be used to pay for any damages incurred due to the Permittee’s use of the Swim Complex Parking Lot at the Park during the Event.  Permittee will be responsible for obtaining all necessary permits, licenses and applicable approvals as well as securing the required insurance for this Event.

 

BACKGROUND INFORMATION

The Department operates and maintains nine regional parks including Glen Helen Regional Park, and provides for the rental of park property through Board approved fees.  The recommended Permit between the Department and Permittee allows for the use of Swim Complex Parking Lot from Saturday, October 30, 2021 to Monday, December 13, 2021, whereby the Department will receive revenue in an amount of $36,200.  The Event will not impact the areas generally used by the public for day use activities nor any special events. 

 

This recommended Permit aligns with the County and Chief Executive Officer goal and objective to operate in a fiscally-responsible and business-like manner by allowing the Department to leverage its amenities and land to raise revenue to support park maintenance and development. 

 

The Permittee operates the Nordstrom Inc. located near the Park at 17335 Glen Helen Pkwy, San Bernardino, CA 92407. Permittee will use the Swim Complex Parking Lot at the Park as overflow parking area for its staff, shuttling employees to and from their warehouse. Permittee also agrees to pay an additional $800 per day for any use of the area outside of the contracted term and agrees to provide at least two after hours security guards at its own expense at the Swim Complex Parking Lot and at the main Park entrance.
