RECOMMENDATION(S)

Recommendation

1.                     Find that the Pavement Reconstruction on Cactus Avenue and Other Roads in the Bloomington area is exempt under the California Environmental Quality Act Guidelines, Title 14 of the California Code of Regulations, Section 15301(c) Class 1 (existing facilities) and Section 15302(c), Class 2 (replacement or reconstruction).

2.                     Approve the Pavement Reconstruction on Cactus Avenue and Other Roads in the Bloomington area as defined in the Notice of Exemption and direct the Clerk of the Board to file and post the Notice of Exemption.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost).  The Department of Public Works (Department) is funded by Gas Tax revenue, fee revenue and other state and local funding.  The requested actions are administrative in nature with minimal financial impact. Sufficient appropriation is included in the Department’s 2021-22 Road Operations budget (6650002000 14H15045).

 

BACKGROUND INFORMATION

The Pavement Reconstruction on Cactus Avenue and Other Roads in the Bloomington area (Project) involves removing existing asphalt and placing new asphalt to join the existing lip of gutter on Cactus Avenue and Jurupa Avenue.  Other improvements include pavement rehabilitation on Hamada Lane, from Farmers Court to Cactus Avenue, and on Farmers Court, from Hamada Lane to cul-de-sac, replacing existing curb ramps in accordance with current design standards and pursuant to the Americans with Disabilities Act (ADA) and signing and striping improvements.  All work for the Project will be done within the existing right-of-way.

 

The Project was selected as priority work upon completion of developer required improvements associated with Tract No. 16368 and acceptance of the tract’s interior roads into the County Maintained Road System by Board of Supervisors (Board) action on September 21, 2021 (Item No. 31).  The Project aligns with the County and Chief Executive Officer’s goals and objectives to ensure the development of a well-planned, balanced, and sustainable County and to provide for the safety of County residents by improving the structural integrity of existing road surfaces and roadway drainage, and providing for the safety of County residents by improving access for all pedestrians.

Environmental staff of the Department has reviewed this Project and determined that a categorical exemption in accordance with the California Environmental Quality Act (CEQA) Guidelines, Title 14 of the California Code of Regulations, Class 1 Section 15301(c) and Class 2 Section 15302(c) is appropriate.  The Class 1 exemption allows for minor alterations, repair, and maintenance of existing public facilities and structures that involve negligible or no expansion of an existing use, including highway and street improvements. The Class 2 exemption allows for replacement or reconstruction of existing facilities involving negligible or no expansion of capacity.  When the Board considers the environmental finding, the filing of a Notice of Exemption is recommended.

 

PROCUREMENT

The Department anticipates bringing the Project’s plans and specifications, as well as a recommendation to advertise the Project for competitive bids to the Board for consideration in Fall 2021.
