Recommendation
Designate the Chief Information Officer as the authority to execute non-financial California Law Enforcement Telecommunications System Management Control Agreements as required by State of California Department of Justice for the Innovation and Technology Department, subject to review by County Counsel.

FINANCIAL IMPACT
Designating authority to the Chief Information Officer to sign the California Law Enforcement Telecommunications System (CLETS) Management Control Agreements (Agreements) will not result in the use of Discretionary General Funding (Net County Cost) as these Agreements are non-financial in nature.
BACKGROUND INFORMATION
Sheriff, Probation, the District Attorney, and other law enforcement agencies require CLETS access to national databases maintained by the Federal Bureau of Investigation to conduct regular business operations. County departments and other law enforcement agencies with access to CLETS are required to submit the Agreements to California Department of Justice (DOJ) as jointly executed by their department (CLETS Subscribing Agency), and any County department or outside agency that is delegated the responsibility of dispatching, parking citation, or data processing/information technology services by the CLETS Subscribing Agency (Non-CJ agency). The Innovation and Technology Department (ITD) is identified as a Non-CJ agency by providing the means by which Sheriff, Probation, the District Attorney, and other law enforcement agencies connect to the CLETS system via the wide area network (data processing/information technology services).
The designation of the Chief Information Officer as the authority to execute each Agreement will allow new Agreements to be signed immediately upon request as required by DOJ.

There is no procurement activity related to these Agreements.
