RECOMMENDATION(S)
Recommendation
Approve Non-Financial Memoranda of Understanding with the following agencies, to provide parenting classes to parents and caregivers of children enrolled in the Head Start, Early Head Start, and State Preschool programs, for the period of November 1, 2021 through October 31, 2024:
1. Bear Valley Community Healthcare
2. Chino Valley Unified School District
3. El Sol Neighborhood Education Center
4. Moses House Ministries
5. Reach Out West End
6. Walden Family Services

FINANCIAL IMPACT
The recommended Memoranda of Understanding (MOU's) are non-financial in nature and as such, do not impact Discretionary General Funding (Net County Cost).

BACKGROUND INFORMATION
Head Start Performance Standards require Preschool Services Department (PSD) to work with parents to establish goals based on identified strengths, weaknesses, and needs of the family. The goals can be met by utilizing agencies within the community. The recommended agencies will provide parenting classes to parents and caregivers to support their established goals and administer the Nurturing Parenting Program (NPP) that targets families who are at risk of abuse and neglect. NPP features activities to foster positive parenting skills.

Since 2016, PSD and Reach Out West End, one of the recommended agencies, have partnered to provide parenting classes to parents/caregivers of children enrolled in the Head Start, Early Head Start, and State Preschool programs. PSD would like to partner with more agencie...
