Recommendation
Approve Non-Financial Memoranda of Understanding with the following agencies, to provide parenting classes to parents and caregivers of children enrolled in the Head Start, Early Head Start, and State Preschool programs, for the period of November 1, 2021 through October 31, 2024:

3. El Sol Neighborhood Education Center
4. Moses House Ministries
5. Reach Out West End
6. Walden Family Services

FINANCIAL IMPACT
The recommended Memoranda of Understanding (MOU’s) are non-financial in nature and as such, do not impact Discretionary General Funding (Net County Cost).
BACKGROUND INFORMATION
Head Start Performance Standards require Preschool Services Department (PSD) to work with parents to establish goals based on identified strengths, weaknesses, and needs of the family. The goals can be met by utilizing agencies within the community. The recommended agencies will provide parenting classes to parents and caregivers to support their established goals and administer the Nurturing Parenting Program (NPP) that targets families who are at risk of abuse and neglect. NPP features activities to foster positive parenting skills.
Since 2016, PSD and Reach Out West End, one of the recommended agencies, have partnered to provide parenting classes to parents/caregivers of children enrolled in the Head Start, Early Head Start, and State Preschool programs. PSD would like to partner with more agencies to provide parenting classes countywide.
The recommended agencies receive funding from local partners to provide parenting classes to parents/caregivers. These agencies reached out to PSD about providing no-cost classes to PSD parents/caregivers of children ages 0 to 5.
Under the terms of the recommended MOUs, each agency will provide parenting classes in its designated region(s) to ensure the availability of countywide services as follows:
• Bear Valley Community Healthcare District - Mountain region (Bear Valley area)
• Chino Valley Unified School District - West Valley (Chino and surrounding areas)
• EL Sol Neighborhood Education Center - High Desert region (Adelanto, Barstow, and Trona)
• Moses House Ministries - High Desert and Mountain regions (Victorville area and Wrightwood)
• Reach Out West End (ROWE) - West Valley (Fontana area) and the Lower Desert regions
• Walden Family Services - Countywide to Teen Parents
PSD will provide facilities and appropriate guidance for services rendered to parents/caregivers.
PSD provides Head Start, Early Head Start, and State Preschool programs that include comprehensive child development and family services comprised of education, health, nutrition, parent involvement, and psychological services for children ages 0 to 5 and their families. The overall goal of these programs is to increase the health and school readiness of disadvantaged children and increase the self-sufficiency of low-income families. Head Start and State Preschool programs have been operating in San Bernardino County since 1965. Since 1999, PSD has provided these programs through a combination of direct and contracted services.
Agency performance will be measured by reviewing the required monthly reports and annual site visits by County staff to monitor compliance with the administrative and program requirements of the MOU. The MOUs may be terminated without cause by the County with a 30-day written notice.
