RECOMMENDATION(S)
Recommendation
1. Approve Revenue Contract (State Agreement No. FA-2122-20) with the California Department of Aging for Financial Alignment funds to provide counseling, support, and information regarding health coverage options to dual eligible Medicare and Medi-Cal beneficiaries, in the amount of $31,593, for the period of November 2, 2021 through October 31, 2022.
2. Adopt a Resolution, as required by the California Department of Aging, authorizing the Chairman of the Board of Supervisors, the Chief Executive Officer, or the Director of the Department of Aging and Adult Services to execute all documents, including the Revenue Contract and any subsequent non-substantive amendments, in relation to State Revenue Agreement No. FA-2122-20, on behalf of the County, subject to review by County Counsel, for the period of November 2, 2021 through October 31, 2022.
3. Direct the Chairman of the Board of Supervisors, the Chief Executive Officer, or the Director of the Department of Aging and Adult Services to transmit all documents and amendments to the Clerk of the Board within 30 days of execution in relation to the State Revenue Agreement No. FA-2122-20.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The amount of $31,593 is funded with 100% federal revenue allocated to the California Department of Aging (CDA) for Health Insurance Counseling and Advocacy Program (HICAP) Financial Alignment (FA) services. Adequate appropriation and revenue have been included in the Department of Aging and Adult Services’ (DAAS) 2021-22 budget and will be included in the 2022-23 recommended budget.
BACKGROUND INFORMATION
HICAP is California’s implementation of the federal State Health Insurance Assistance Program (SHIP) that offers consumer-oriented Medicare counseling and education services to Medicare beneficiaries and persons imminent of Medicare eligibility. Recognizing a need to improve the coordination of care for beneficiaries of both Medicare and Medicaid (dual eligible beneficiaries), FA was authorized by the federal Patient Protection and Affordable Care Act and is designed to provide dual eligible beneficiaries with improved care experiences and to better align the financial incentives of the Medicare and Medicaid programs.
FA services are above those provided through HICAP as they encompass benefits, information, and activities specifically tailored to dual eligible beneficiaries. Services include options counseling to eligible participants and their families, which empower them to make informed decisions about selecting plans that best meet their health and long-term supportive services’ needs. FA also provides enhanced outreach activities and materials to beneficiaries, caregivers, providers, and other aging network and disability partners regarding the program.
The goal of FA is to promote delivery of medical, behavioral health, long-term institutional, home, and community-based services through a single organized system. DAAS provides FA services to approximately 5,200 seniors annually through a contract with Council on Aging-Southern California. Stringent service and performance monitoring standards will be applied, including monthly review of data and expenditure reports, to ensure the intended outcomes are met.
In addition to accepting the FA funding, this item will adopt a Resolution, as required by CDA, authorizing the Chairman of the Board of Supervisors, Chief Executive Officer, or DAAS Director to execute all documents, including the Revenue Contract and any subsequent non-substantive amendments, in relation to the recommended Revenue Contract on behalf of the County, subject to review by County Counsel.
