RECOMMENDATION(S)
Recommendation
1. Declare the following fixed asset as surplus and no longer necessary to the needs of San Bernardino County: Sorvall Lynx 60000 Centrifuge machine, Serial No. 41462856, Asset No. 250984, with an estimated value of $9,600.
2. Find it is in the public interest to donate the Sorvall Lynx 60000 Centrifuge machine to Loma Linda University for continued use.
3. Authorize the Director of the Department of Public Health to execute all necessary documentation to transfer ownership of the Sorvall Lynx 60000 Centrifuge machine to Loma Linda University on behalf of the County, as required by the Purchasing Agent.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The surplus and donation of the Sorvall Lynx 60000 Centrifuge machine will allow the Department of Public Health (DPH) to make room for highly utilized equipment to improve workflow.
BACKGROUND INFORMATION
In May 2013, DPH purchased the Sorvall Lynx 60000 Centrifuge machine from Thermo Fisher Scientific with funding from the California Department of Public Health (State) for the Centers for Disease Control and Prevention (CDC) Public Health Emergency Preparedness (PHEP) grant, in the amount of $46,173, and located at San Bernardino County Public Health Laboratory, 150 E. Holt Blvd., Ontario, CA 91761. A centrifuge is a machine with a rapidly rotating center that applies centrifugal force to its contents in order to separate fluids of different densities, or liquids from solids. DPH currently utilizes high-capacity centrifuge machines and equipment due to the need to perform COVID-19 testing, and no longer utilizes the lower capacity Sorvall Lynx 60000 Centrifuge machine. Since the machine is no longer needed by the department, DPH is recommending the donation of the Sorvall Lynx 60000 Centrifuge to Loma Linda University (LLU) for continued use.
DPH’s Communicable Disease and Laboratory will be piloting a study with LLU, Environmental Microbiology to survey wastewater samples for COVID-19. Upon approval of this item, LLU will utilize the Sorvall Lynx 60000 Centrifuge machine to process wastewater samples as one of the initial steps in the study, prior to sending the sample to DPH’s laboratory for further testing.
The Sorvall Lynx 60000 Centrifuge machine was purchased with State CDC PHEP grant funds and DPH has received approval by CDPH for the donation to LLU, with no further obligation to the State. This donation will greatly benefit LLU by assisting with accurate outcomes for the wastewater study, as well as other future studies, to help ensure the health and safety of San Bernardino County residents.
