Approve Amendment No. 1, effective November 16, 2021, to Citrix Software License Review Closure Agreement No. 19-723 with Citrix Systems, Inc., for Qualifying Minimum Purchase Discounts under the Enterprise License Program, increasing the total contract amount by $963,071, from $768,600 to $1,731,671, and extending the contract term for an additional three years, through December 30, 2024.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost).  The cost of $963,071 is funded by State Medi-Cal, Federal Medicare, private insurances, and other departmental revenue.  Funding sources may change in the future pending any legislative activity related to the repeal and/or replacement of the Affordable Care Act. Adequate appropriation and revenue have been included in the Arrowhead Regional Medical Center (ARMC) 2021-22 budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

This amendment will allow ARMC to upgrade the current security and performance analytics and obtain discount pricing on Citrix Workspace Services.  Through this upgrade, ARMC will improve operational efficiencies by streamlining and automating routine tasks such as running and accessing applications through a server instead of having the applications installed on each user’s local hard drive.  Using the Citrix Systems, Inc. (Citrix) environment allows for a more secure use and storage of hospital data including protected health information.  Furthermore, it provides workflows that connect people, functions, and organizational systems.  Citrix is ARMC's Virtual Desktop and Application platform used to deliver ARMC content to staff so that they can use other technologies such as Meditech in a mobile and secure fashion.

 

On November 5, 2019 (Item No. 10), the Board of Supervisors approved the Citrix Software License Review Closure Agreement No. 19-723 in the total amount of $768,600.  That closure agreement was based on an audit that reconciled the accounting of shipped licenses that had never been activated under the Citrix Software End-User License Agreements (EULA) 192619.  This amendment continues use of the EULA 192619, and adds funds that will allow for the software to be upgraded and purchased at a discount.

 

Approval of this amendment will continue to allow ARMC to provide for the safety, health, and social service needs of County residents by securely storing hospital and patient protected health information, as well as improving workflow so that patients can be provided services in a streamlined and efficient manner. 

 

PROCUREMENT

This agreement is an approved non-competitive procurement based on functional specifications that uniquely integrate virtual desktop and applications securely with ARMC’s other existing technologies such as Meditech.  Discounts on the Qualifying Minimum Purchase are also included under this amendment. Purchasing supports this non-competitive procurement.
