Recommendation

Approve non-financial Transfer Agreement with Arrowhead Congregate Living Health Facility, for patients requiring a higher level of care, with an agreement term of November 16, 2021 through November 15, 2026.

FINANCIAL IMPACT

Approval of these recommendations will not result in the use of Discretionary General Funding (Net County Cost). The Transfer Agreement is non-financial in nature.

 

BACKGROUND INFORMATION

Establishing transfer agreements with skilled nursing and congregate living facilities, such as Arrowhead Congregate Living Health Facility (Arrowhead Congregate), allows Arrowhead Regional Medical Center (ARMC) to provide acute care services to San Bernardino County residents in assisted living, memory care, rapid recover and skilled nursing facilities. Federal regulations 22 CFR 483.70 and 42 USC 1395x(l) require that these facilities establish transfer agreements with an acute care hospital to meet the medical needs of patients that require a higher level of care.  Approval of the transfer agreement will permit Arrowhead Congregate to transfer patients to ARMC to receive higher level of care services. 

 

All patient transfers will be in accordance with applicable federal and state laws and regulations, standards of regulatory agencies, and policies and procedures of the hospital. The transfer agreement will provide for the safety, health and social service needs of County residents by ensuring the availability and provision of higher-level patient care for residents living at Arrowhead Congregate.
