Recommendation
Approve Amendment No. 1 to Contract No. 4400011834 with Duthie Power Services, for the provision of annual maintenance and unexpected repairs on diesel generators, increasing the total contract amount by $800,000, from $500,000 to $1,300,000, with no change to the total contract period of June 1, 2019 through May 31, 2024.

FINANCIAL IMPACT
Approval of this Amendment will not result in the use of Discretionary General Funding (Net County Costs). The additional cost of $800,000 is funded by State Medi-Cal, Federal Medicare, private insurances, and other departmental revenues. Funding sources may change in the future pending any legislative activity related to the repeal and/or replacement of the Affordable Care Act. Adequate appropriation and revenue have been included in the Arrowhead Regional Medical Center (ARMC) 2021-22 recommended budget and will be included in future recommended budgets
BACKGROUND INFORMATION
Approval of the Amendment will allow ARMC to continue utilizing Duthie Power Services (Duthie) for annual maintenance and unexpected repairs on seven diesel power generators. These high-voltage generators require unique, specialized certifications for repair and maintenance. The generators are utilized when ARMC experience power disruptions. ARMC is experiencing an increase in unforeseen repairs and failures to the generators due to the age of the generators and increase in usage due to more frequent power outages. Also, the parts needed for the repairs have seen a dramatic increase in cost. These factors are leading to higher overall costs then initially anticipated, hence ARMC is asking for an increase to the contract amount to cover the cost increases.
PROCUREMENT
On June 14, 2019, County Purchasing, based on a competitive procurement, executed Contract No. 4400011834 with Duthie Power Services for the provision of annual maintenance and unexpected repairs on diesel generators, for an amount not to exceed $500,000, for the contract period of June 1, 2019 through May 31, 2024.
County Purchasing approves the continued procurement of these services based on an existing competitive Agreement.
