RECOMMENDATION(S)

Recommendation

1.                     Approve the plans and specifications for the Phase 1B Liner Project at the Barstow Sanitary Landfill, as signed and sealed by a registered civil engineer.

2.                     Authorize the Director of the Department of Public Works to advertise the Phase 1B Liner Project at the Barstow Sanitary Landfill for bids.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost) as the Department of Public Works - Solid Waste Management Division (SWMD) is financed by fee revenue. SWMD establishes fees that are charged to the public and other agencies for utilization of the County’s Waste Disposal System. There is minimal financial impact to SWMD for approval of the Phase 1B Liner Project at the Barstow Sanitary Landfill (Project) plans and specifications and authorization to advertise for competitive bids.  Sufficient appropriation and revenue have been included in the SWMD 2021-22 budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

The County's Barstow Sanitary Landfill (BSL) is located three miles south of the City of Barstow off of Barstow Road (State Highway 247). The BSL began operations in 1963 and has been in continuous operation since that time. The site occupies approximately 645 acres of which 331 are permitted for refuse disposal. The site consists of two lined waste management units with the Project occupying a portion of the second unit. The current rate of trash disposal at the site necessitates the installation of additional liner to continue to provide refuse disposal services to the community. 

 

The Project consists of excavation and grading to support the construction of 13.25 acres of single composite geo-membrane liner and a landfill liquid or leachate collection and recovery system.

 

This item supports the County and the Chief Executive Officer’s goals and objectives of providing for the safety, health and social service needs of County Residents by constructing a protective and reliable landfill liner which will prevent adverse effects to the groundwater and environment.

 

In compliance with the California Environmental Quality Act (CEQA), the County Land Use Services Department completed an Environmental Impact Report (EIR) addressing the BSL Expansion Project (SCH # 2005071084) that was certified by the Board of Supervisors (Board) on October 20, 2009.  The certified EIR addressed the current and future landfill liner, as such, no additional CEQA review is necessary.

 

PROCUREMENT

The Project will be advertised to invite formal bids in accordance with Section 22037 of the California Public Contract code.  The Department anticipates returning to the Board for an award of the construction contract in March of 2022.
