RECOMMENDATION(S)
Recommendation
1. Approve Amendment No. 1 to Grant Award No. 21-386 (State Subaward No. CQ20140360) from the California Office of Emergency Services, for the 2020 Paul Coverdell Forensic Science Improvement Program, extending the original performance period by three months, for a revised period of January 1, 2021 through March 31, 2022, with no change in the award amount of $66,146.
2. Designate the Chief Executive Officer to execute the grant award documents and any subsequent necessary non-substantive amendments on behalf of the County, subject to review by County Counsel.
3. Direct the Chief Executive Officer or the Sheriff/Coroner/Public Administrator to transmit all documents and amendments to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). This amendment will extend the original performance period by three months, for a revised period of January 1, 2021 through March 31, 2022, with no change to the grant award amount of $66,146. The grant award was not included in the Sheriff/Coroner/Public Administrator’s 2021-22 Adopted Budget, but will be included on a future countywide Quarterly Budget Report submitted to the Board of Supervisors (Board) for approval, if necessary.
BACKGROUND INFORMATION
On May 18, 2021 (Item No. 81), the Board accepted grant award No. 21-386 (State Subaward No. CQ20140360) for the 2020 Paul Coverdell Forensic Science Improvement Program Grant (Grant) with the California Office of Emergency Services (Cal OES). This award provides funding for overtime, tuition, transportation, meals and lodging for Crime Lab personnel to attend training in the following six disciplines: 1) firearms, 2) National Integrated Ballistic Information Network (NIBIN), 3) trace evidence, 4) blood alcohol, 5) controlled substances and 6) crime scene investigation.
On October 6, 2021, the Department received notification from Cal OES of the no-cost extension for the Grant. Approval of this item will extend the performance period by three months and authorize the CEO’s signature of Cal OES form 2-213 to extend the grant’s performance period as required by Cal OES.
