RECOMMENDATION(S)

Recommendation

Acting as the governing body of the San Bernardino County Fire Protection District approve agreement with the California Governor’s Office of Emergency Services in an amount not to exceed $75,000 for reimbursement of costs pertaining to San Bernardino County Fire Protection District employees attending Hazardous Materials Response Training, with a term effective upon approval by both parties and continuing through June 30, 2024.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). In accordance with this agreement, the California Governor’s Office of Emergency Services (CalOES) will reimburse San Bernardino County Fire Protection District (SBCFPD) for the cost of employees attending training related to the Regional Hazardous Materials Response Program through June 30, 2024. The total reimbursement amount shall not exceed $75,000.  Should this agreement result in the need for any 2021-22 budget adjustments, those adjustments would be included in a future quarterly budget report for approval by the Board of Directors (Board).

 

BACKGROUND INFORMATION

On September 25, 2018 (Item No. 52), the Board approved an agreement with CalOES for SBCFPD to accept the assignment of a 2016 Type II Hazardous Materials Vehicle and related equipment from CalOES for a period of ten years. SBCFPD agreed to staff the vehicle with employees that meet California Hazardous Materials Type II Response Training requirements.  The vehicle is assigned to Fire Station #22 at Spring Valley Lake in Victorville.

 

This recommended agreement with CalOES allows SBCFPD to receive reimbursement for training costs as needed to certify SBCFPD staff and maintain the sustainability of the Type II Hazardous Materials Response Team.  More specifically, CalOES will reimburse SBCFPD for staff to attend and complete any of the following training: Certified Hazmat Technician A through D, Hazmat Specialist F and G, Assistant Safety Officer, Hazardous Materials Continuing Challenge Workshop, Terrorism for the Hazardous Materials Technician/Specialist, Hazardous Materials Incident Commander, Hazardous Materials Refresher, Rail Car, and Terrorism/Weapons of Mass Destruction courses provided by Federal agencies/Fire agencies, or any mutually agreed upon hazardous materials, terrorism, or other acceptable training/exercise that meets California Specialized Training Institute requirements/standards, or is approved by the CalOES contract manager.

 

Approval of this recommended agreement will ensure that SBCFPD has enough staff trained to properly respond to multiple types of hazardous material incidents, as well as manage and mitigate situations.  The reimbursement from CalOES will allow SBCFPD to maintain regular staffing to avoid any degradation of services or reduction in emergency response capabilities during the training period.  Although the term of this agreement is through June 30, 2024, CalOES may terminate the agreement with 30 days written notice.
