RECOMMENDATION(S)

Recommendation

1.                     Authorize the filing of project applications to the California Department of Parks and Recreation - Office of Grants and Local Services for the Santa Ana River Trail, Glen Helen Regional Park, and Yucaipa Regional Park in an amount not to exceed $3 million per facility, for a total not to exceed $9 million.

2.                     Adopt Resolutions authorizing the Chairman of the Board of Supervisors, Chief Executive Officer, Deputy Executive Officer of the Community Services Group, or Director of Regional Parks Department to submit three applications for Regional Park Program Proposition 68 Grant Funds, as required by the California Department of Parks and Recreation and execute any non-substantive amendments, modifications and any other documents necessary to accept the Office of Grant and Local Services funding, subject to review by County Counsel.

3.                     Direct the Chief Executive Officer, Deputy Executive Officer of the Community Services Group or Director of Regional Parks to transmit all documents in relation to this grant to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT

Approval of this grant application will not result in the use of Discretionary General Funding (Net County Cost).  Funding is provided by California Department of Parks and Recreation - Office of Grants and Local Services (OGALS) and does not require local matching funds.  Total funding available under this grant is $23,125,000.  Approval of this Item will allow Regional Parks Department (Department) to submit project applications not to exceed $3 million per facility for a total of $9 million at the Santa Ana River Trail (SART), Glen Helen Regional Park (Glen Helen) and Yucaipa Regional Park (Yucaipa). 

 

If awarded, funds will be used for renovations and improvements at these facilities.  It is anticipated that Yucaipa and Glen Helen projects, once completed, will require ongoing maintenance, which is expected to be funded by the revenue from the increase in visitors to the facilities.  It is anticipated that the SART project will require ongoing maintenance, which is expected to be funded from the SART maintenance fund.  The Department also anticipates working in partnership with the City of Redlands for ongoing maintenance on sections of the trail that are on streets within the City’s jurisdiction.

 

BACKGROUND INFORMATION

Proposition 68 is a $4.1 billion bond measure to fund state and local parks, environmental projects, water infrastructure projects and flood protection projects throughout California.  The measure was approved in 2018.  The intent for the Proposition 68 Regional Park Program is to create new parks or new recreation opportunities at existing parks in critically underserved communities across the state.  The total amount available for this competitive grant is $23,125,000 and is restricted to $3,000,000 per facility.  The Department will return to the Board of Supervisors for acceptance of the grant if awarded by OGALS.

 

This item will authorize the Department to file project scope/cost estimates to OGALS for the purpose of receiving 2022 allocation of Proposition 68 Regional Park Program grant funds in an amount not to exceed $3 million per facility.  Approval of the recommended actions will allow the Department to submit project scopes for proposed renovations and improvements at SART, Glen Helen and Yucaipa.

 

Proposed funding for SART includes the planning costs associated with completion of Phase IV, reaches B & C from Orange Street in Redlands to Opal Avenue in Mentone.  SART crosses three counties and allows cyclists and pedestrians a safe route to exercise and commute.  Proposed renovations at Glen Helen include expansion of playground amenities to include interactive play elements, shade structures, a new tent shelter, the removal of accessibility barriers and the removal and replacement of the playground sand with a rubberized pour in place surface.  Proposed renovations at Yucaipa include the expansion and upgrade of the existing swim complex, such as new waterslides, improved pool infrastructure and  new, themed design. 

 

Approval of these recommendations align with the County and Chief Executive Officer goals and objectives to provide for the safety, health and social service needs of County residents and to operate in a fiscally-responsible and business-like manner by improving park amenities to enhance accessibility by meeting Americans with Disabilities Act requirements and to increase Park attendance to generate additional revenue.
