RECOMMENDATION(S)

Recommendation

1.                     Find the 800 MHz Generator Replacement Glen Helen Tower Project located in San Bernardino County, is exempt under the California Environmental Quality Act Guidelines, Section 15301, Class 1 Subsection (a) electrical alterations of existing structures.

2.                     Approve plans and specifications and authorize the Assistant Director of the Real Estate Services Department - Project Management, to advertise for competitive bids for the 800 MHz Generator Replacement Glen Helen Tower Project.

3.                     Direct the Clerk of the Board to file and post the Notice of Exemption for the Project as required under the California Environment Quality Act.

FINANCIAL IMPACT

Approval of bid documents and the solicitation of competitive bids will not result in the use of additional Discretionary General Funding (Net County Cost).  The Glen Helen Tower Replacement Project (Project) (WBSE 10.10.0923) budget of $950,000 is funded from Discretionary General Funding that was included in the overall budget for the 800 MHz Radio Replacement Project, which was approved by the Board of Supervisors (Board) as part of the 2011-12 Capital Improvement Program (CIP) budget.

 

BACKGROUND INFORMATION

Approval of this item will allow the Real Estate Services Department - Project Management (RESD-PM) to solicit for competitive bids for the Project, located in San Bernardino County.  The Project includes procurement and installation of a new diesel generator with enclosure, upgrades to electrical systems, demolition and removal of existing obsolete generators and control equipment.  Critical facilities and emergency systems need continuous back up power on a 24-hour basis, which is successfully provided by generators. Although solar panels are a reliable source of power, they do not provide the required power at night or during cloudy days to properly support the continuous power requirement for this facility. The proposed Glen Helen site upgrades will provide reliable, cost effective electrical power during power outages to support the signal transmission from the site to multiple first responders, including but not limited to County Fire, Sheriff, and Emergency Medical Responders, thereby supporting the County and Chief Executive Officer’s goals and objectives of improving county government operations.

 

It is recommended that the Board find the Project to be categorically exempt from further review under the California Environment Quality Act (CEQA) Guidelines Section 15301, Class 1 subsection (a) electrical alterations of existing structures.  As evidenced by the Notice of Exemption, Section 15301 provides categorical exemption for projects involving Class 1 subsection (a), electrical alternations of existing structures.  All work involved in the Project is consistent with Class 1 exemptions and therefore will not have a significant effect on the environment. 

 

PROCUREMENT

RESD-PM will advertise for competitive bids for the project on November 19, 2021.  A mandatory pre-bid meeting for prospective bidders is scheduled to be conducted on December 8, 2021 at 9:00 a.m. at the Project site.  The bid opening for the project is scheduled for January 20, 2022 at 10:00 a.m. at RESD-PM.

 

Pursuant to California Public Contract Code Section 22032 and 22039, the Board shall adopt plans, specifications, and working details for public projects exceeding $200,000.  Plans and specifications are on file with the Clerk of the Board
