FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The estimated total cost of the NSS Wrangler 2625 Automatic Scrubber (Scrubber) is $11,000 and will be funded by the Sheriff/Coroner/Public Administrator’s (Department) Inmate Welfare Fund (4420005167), as approved by the Inmate Welfare Committee on September 29, 2021. The Inmate Welfare Fund is separate from the Department’s annual operating budget and, as such, expenditures related to this program are not included in the County’s budget. BACKGROUND INFORMATION

The Department is requesting authorization to purchase one Scrubber to be used in custodial operations at the West Valley Detention Center (WVDC) to replace a worn out, non-repairable piece of equipment. The custodial operations are in support of the Regional Occupational Program (Program), under the direct supervision of the Program instructor and Sheriff’s Custody Specialists from Support Services at WVDC. The Program is effective in training and preparing interested inmates for a position in the hospitality or janitorial industries after release. At the conclusion of the program, inmates receive a certificate from the Cleaning Management Institute.

PROCUREMENT

Procurement of the requested equipment will be completed through a competitive process in accordance with the County’s procurement procedures. County Policy 11-04 requires that unbudgeted fixed assets with a value of $10,000 or more be approved by the Board of Supervisors.
